Purpose of the Position

Under the direct supervision of the supervisor, the incumbent is accountable for formulation, design, planning, implementing, monitoring and evaluation of adolescent development and HIV/AIDS project to ensure overall efficiency and effectiveness of the project management, delivery and accomplishment of project goals and objectives; accountable for ensuring that all aspects of the project promoted equity, gender equality, with an emphasis on gender disaggregation, gender disparity identification and gender mainstreaming to guide policies, programmes monitoring and evaluations.

Major Duties and Responsibilities
• Formulation, design, planning and implementation of the ADAP national programme, with emphasis on strengthening adolescent networks and participation; prevention of adolescent pregnancy and safe motherhood and newborn care for adolescent mothers and HIV prevention among young key affected populations in emergency and non - emergency settings, including technical assistance to Mindanao programme of UNICEF in peacebuilding. Create programmatic linkages with other UNICEF and other UN sectors to ensure the issues of adolescent development, participation, health, civil engagement, and HIV prevention are addressed in a holistic manner.
• Timely, regular evidence-informed analysis and evaluation of data for effective prioritization, planning and development of the ADAP, peacebuilding and HIV interventions, including coordination with education, child protection and social policy sections.
• Contribute to the development and preparation/review of the ADAP and HIV component in the Situation Analysis for Country Programme. Administer a consistent and transparent monitoring system including budget monitoring, providing accurate analysis of country level socioeconomic trends and their implications for on-going programmes and projects, including the ADAP 4 pillars of action for the UNICEF Philippines Country Office.
• Ensure coordination with UNICEF field offices & concerned partners and support monitoring, evaluation and reporting on ADAP and HIV interventions carried out through various field visits, in a timely manner, efficiently, rigorously and transparently in compliance with the established guidelines and procedures. Organize and participate in donor visits.
• Draft and formulate the ADAP and HIV programme work plan activities in consultation with relevant government sectors on subnational and national (policy) level, ensure the alignment of the work plans with overall UNICEF MTSP and equity focus.
• Ensure effective knowledge management through documentation and dissemination of lessons learned and implementation of appropriate capacity building activities.

Qualifications and Competencies of Successful Candidate

  • University degree in Social Sciences, Adolescent Health, Public Health, Adolescent/ Youth Development, International Relations, Education, Psychology or other fields relevant to international public health development assistance.

  • Eight (8) years of progressively responsible professional work experience at the national level in programme management, monitoring and evaluation in ASRH and HIV, in a related field.

  • Fluency in English (verbal and written). Good written and spoken skills in Tagalog is considered an asset.
