The Health and Technology Centre is seeking a dedicated:

Chief, P-5, post # 63050, Copenhagen Denmark

Purpose of the Position:

Under the supervision of the Deputy Director, (Supply Programme), directs the activities and is responsible for the wide range of services and procurement conducted by the Centre to ensure that the appropriate products for UNICEF assisted programmes in the related fields are identified, procured, and adequate sources are developed. Leads the Health Technology Centre in Supply Division (28 staff). Estimated procurement value of $210 million per annum.

Key Accountabilities and Duties & Tasks:

  1. Plans, directs and coordinates advisory services on supply matters in the area of health technology, in support of UNICEF Country Programmes and in collaboration with Programme Division, WHO, other agencies, NGOs and industry.
  2. Ensures procurement is conducted in compliance with UN Financial Rules and Regulations and Division Procedures.
  3. Provide strategic guidance and support to country programmes on supply policy issues relevant to health technology and helps develop supply analysis and strategies of country programmes. Recommends policy changes related to supply and services. In collaboration with regional offices assures high quality supply by establishing priorities and evaluation of services provided in context of regional supply strategies.
  4. Sets policy procedures and guidelines in close collaboration with Centre Chiefs, for evaluation of offers, contracts, agreements and for ensuring the objectives are met.
  5. Participates in major strategic meetings with Programme Division, WHO, USAID and other stakeholders on global supply policy issues to ensure the objectives are met.
  6. Represents UNICEF at major meetings and conferences in relation to health technologies, relating to strategies and policy development for the supply of appropriate products and services and procurement.
  7. Guides market research, ensures adequate long-term forecasting and facilitates communication of such to and from programmes, industry and partners.
  8. Supervises a team of specialists and assistants, setting goals and directions for the work of the Team. Overall management of the centre including budget steward responsibility for programme funds.

Qualifications of Successful Candidate

Education:

A completed Advanced university degree (Master’s Degree) in Business/Management or other related social sciences disciplines is required.

Work Experience:

Minimum 10 years of relevant experience is required in health programmes with knowledge of medical equipment, immunisation devices, cold chain and mosquito nets required for country programmes and of worldwide markets.

Senior experience in public procurement is required.

Proven management experience is required.

Language(s):

Fluency in English and another UN language (French/Spanish) is required.
