World Vision International - Myanmar (WVM) is looking for (1) National Consultant;
“To lead Child Protection and Advocacy Project End of Program Evaluation”
The evaluation purpose is to understand the achievement and effectiveness of the Child Protection and Advocacy project model in Myanmar.
Period of Consultancy: 1st July 2016 – 31st August 2016
Objectives
· To understand how effectively the CPA Pilot project has been implemented
· To determine the project’s relevance/appropriateness in meeting community needs
· To measure the capacity and empowerment of CPGA and CG in the target area
· To share specific, reasonable and practicable recommendations focusing keys factors on the project implementation process to ADPs.
· To analyze evaluation data and write evaluation report
Background
Child Protection and Advocacy Project have implemented in Mawlmayine Township, Dawei Township and Kyangin in order to respond multi child protection issues through community based child protection and advocacy mechanism. During the project implementation, the project focused mainly to build community based child protection and advocacy mechanism.
Forming child group and build their capacity of to be able to work with Child Protection and Advocacy Groups (CPAG) and to gain skills to meet and dialogue with local authorities as a child delegates. Forming CPAG and building their capacity so that they are able to work with child protection partners such as DSW,UN, INGO and Local NGO and facilitate regional or state or township level advocacy meeting. CPAGs will link with Township Child Rights Committee (TCRC) in each Target Township in order to build reporting and response mechanisms on child right violations.
The project supported vulnerable children and their families through family focused intervention. Finally, the project built institutional capacity of World Vision Myanmar and partners so as to facilitate effective child protection programming. CPA project impact on sustainability will be measured in this project end evaluation.
EvaluationMethodology
· Youth surveys will be conducted to collect quantitative data bout youth 12-18 age groups from target area.
· Focus group discussions will be conducted to collect qualitative data from CPAG groups and Child Groups
· Key informant interviews will also be used to collect qualitative data with stakeholders, project staff and Township Child Right Committee
· Document Review will also be used to provide both qualitative and quantitative data.
Summary of consultant responsibilities
A national consultant will be hired to lead the evaluation event in country, to train and supervise a team of data collectors and data entry personnel, to conduct analysis and to write up the National Evaluation Report in English. The tasks for the consultant to complete are:
- Familiarisation with project – meet with project staff and read key project documents (see Appendix B) (*1 day*)
- Participate in Orientation and Training (*2 days*)
- Train enumerators to administer surveys (2 days)
- Train data collectors to conduct FGD and semi-structured interviews (*1.5 days*)
- Train data entry staff to use data entry templates (*0.5 days*)
- Lead and supervise data collection, data entry and preliminary qualitative data analysis[1] (2-5 Days)
- Conduct data cleaning (*3 days*)
- Conduct analysis of quantitative and qualitative data (*8 days*)
- Submit electronic data file containing all entered and cleaned data (Excel or SPSS) to project manager to submit to World Vision DME Department.
- Write Draft Evaluation Report synthesising quantitative and qualitative findings and submit by due date (*5 days*)
- Receive and incorporate feedback into Final National Evaluation Report (*2 days*)
Deliverables
The national consultant is responsible for producing the following, which all remain exclusively the intellectual property of World Vision Myanmar:
· Electronic data file containing all entered and cleaned household survey data (Excel or SPSS format)
· De-identified summaries of all FGD and semi-structured interviews
· Draft Evaluation Report
· Final Evaluation Report
BACKGROUND AND EXPERIENCE
· Quantitative – data collection, entry, cleaning and analysis (multiple response questions,
descriptive statistics, cross-tabulation, chi-square)
· Qualitative – data collection, documentation and analysis
· Child friendly data collection that ensures participation by children and youth
· Evaluation report writing – synthesizing qualitative and quantitative data into findings that
address key evaluation questions, developing practical recommendations.
· Training and supervising data collection and data entry personnel
· Training and supervising a team to collect both qualitative and quantitative data across multiple sites
· Leading a baseline or evaluation that included both a household survey (of at least 390 households) and qualitative data collection methods
