On 25 April and 12 May 2015, two powerful earthquakes of magnitude 7.8 and 7.3 on the Richter scale struck the central part of Nepal. As part of a multi-sector large-scale emergency response, UNICEF supported the Government of Nepal (GoN) to implement an Emergency Top-up Cash Transfer Programme (ECTCP). The programme provided a top-up cash payment to approximately 434,000 beneficiaries of the existing social assistance programmes for vulnerable groups in the 19 most severely affected districts.
As part of the post-earthquake emergency relief and recovery programme, UNICEF is working with the Government of Nepal for a second round of the programme. The second round aims to provide a single tranche cash transfer of Rs. 4,000 for all children under-five years (approximately 250,000 children) in the 11 most affected districts. The objective of the cash transfer is to support households to meet the basic consumption needs of their young children during the on-going period of recovery and reconstruction. In addition, the programme will ensure near universal Birth Registration of all children under five in the 11 earthquake affected districts.
This consultancy will support the knowledge management from the second round (as articulated above), in particular the independent assessment of the second round of the programme and the full evaluation of the emergency cash transfer programme. He/she will play a coordinating role and provide quality assurance to knowledge products from the second round. The consultant will also support the knowledge products for the policy dialogues. The work of the consultant will directly contribute to IR 5.8 Emergency Earthquake Response.
Assignment Tasks
- Support the development of the knowledge products from the independent assessment for the second round. This includes working with the commissioned research institution to finalize the full report and policy brief
- Coordinate the inputs of SPEA for the full evaluation of the emergency cash transfer programme. This includes liaising with the evaluators and the Planning, Monitoring and Evaluation section; reviewing drafts together with SPEA colleagues and consolidating SPEA’s comments and inputs
- Support the development of the investment case for social protection. This includes coordinating with the technical expert, reviewing drafts together with other members of SPEA, providing technical advice and consolidating SPEA’s comments and inputs
- Support the development of knowledge products for the policy dialogues, in particular conducting background research on the benefits of the child grant in other countries
- Provide other documentation support to the emergency cash transfer programme and the policy dialogues when necessary
- Provide data analysis and technical advice to the section as appropriate
Expected Deliverables
- Consolidated comments to the full evaluation, monthly report by 15 August 2016
- Consolidated comments to the independent assessment, monthly report by 15 September 2016
- First draft of the analysis on the benefits of the child grant in other countries by 15 October 2016
- Consolidated comments to the investment case for social protection, monthly report by 15 November 2016
- Final drafts of knowledge products including the full report and policy brief of the independent assessment, and a final draft of the analysis on the benefits of the child grant in other countries, monthly report by 15 December 2016
Qualifications of Successful Candidate
Education
Master’s Degree in Economics, International Development, Social Sciences or other related programmes
Years of relevant experience
Competencies of Successful Candidate
At least five year’s working experience in the field of research and/or social policy
Strong understanding of social protection and cash transfers
Previous direct experience working in social protection and cash transfers; either in research, policy or programming
Previous experience working on producing studies, reports and other knowledge products
Previous experience in data analysis an asset
