Lebanon: Monitoring and Evaluation Assistant

PURPOSE OF POSITION

The Monitoring and Evaluation (M&E) Assistant is responsible for monitoring operations of the relief projects’ M&E system to support programme management and accountability functions. He/she contributes toward the relevance, effectiveness and efficiency of the Design, Monitoring, & Evaluation (DME) unit as well as the overall World Vision programming.

MAJOR RESPONSIBILITIES

  • Conduct training for casual workers on data collection methodologies

  • Provide supervision for quantitative data collection activities

  • Conduct data quality checks in the field and ensure accuracy and completeness of survey questionnaires

  • Provide supervision for data entry of quantitative data, clean data and conduct data analysis.

  • Supervise all M&E casual workers (Enumerators and Data Entry clerks)

  • Conduct observations, Market Surveys (shop monitoring), Focus Group Discussions and Key Informant Interviews with different persons of different age groups (children, youth, adults) and different gender.

  • Enter data from FGDs, shop monitoring, observations and KIIs, participate in data analysis and draft reports

  • Compile data from surveys using relevant and appropriate computer packages

  • Participate in the baseline, mid-term and end of term evaluations of programmes in accordance with the LEAP framework

  • Ensure that hard copies and soft copies of data collected is kept at project sites

  • Plan with DM&E Officers and DME Coordinators data collection needs and activities

  • Prepare informative field reports, identify shortcomings and make relevant recommendations on a regular basis

  • Participate and attend local and international capacity building events as required

  • Participate in spiritual nurture events as well as any other organizational event

KNOWLEDGE, SKILLS AND ABILITIES

  • Undergraduate Degree in international development, international relations, public health, nutrition, statistics, rural development, or other relevant discipline

  • Experience in conducting quantitative and qualitative data collection activities (surveys, assessments, monitoring, evaluations, etc.)

  • Fluency in speaking English and Arabic is required

  • Ability to write very good quality reports in English is required

  • Basic working knowledge of statistical packages (Excel, etc.) is required

  • Preferred knowledge of ODK database/SMAP server

  • Valid driving license (in Lebanon) for more than 2 years is required

  • Detailed oriented

  • Ability to verify data quality

  • Communicates with integrity to different stakeholders (strong interpersonal skills)

  • Good contextual knowledge of local community and social/cultural constraints, realities and organizational relationships

  • Finds fulfillment in work through creativity, risk taking, initiative, and innovation, and encourages the same in colleagues

  • Minimum one year experience of working in a relief or development agency (preferably in the monitoring and evaluation domain)

  • Experience of managing and training a team of 2-4 people

  • The position requires availability and willingness to work outside regular office hours occasionally

  • The position requires ability and willingness to travel locally up to 70% of the time

  • The position requires 30% of the time to be office based
