Thailand: Consultancy: Knowledge Management – Humanitarian Action (Phrase II)

The Emergency Unit, UNICEF East Asia and Pacific Office is seeking an individual consultant to provide technical support to strengthen the Knowledge Management (KM) capacity of the Regional Office in close collaboration of Country Offices for more effective humanitarian action in the East Asia and Pacific region.

Purpose:

In 2015-2016 EAPRO developed the Knowledge Management Strategic Framework and accompanying tools to support Country Offices in the region to develop and or/strengthen Knowledge Management initiatives. This consultancy will aim to deepen and broaden the developed Knowledge Management Strategic Framework is required to further institutionalize and roll out the Knowledge Management Strategic Framework across the region; to refine/revise on current Knowledge Management structure and tools; to deepen and develop Knowledge Management products with a specific focus on comparative research and analysis; to cultivate a tradition of knowledge gathering, analyzing and disseminating that will contribute to evidence generation and cross country learning in the region.

Work Assignment:

Under the supervision of the Regional Emergency Advisor and in close collaboration with the Knowledge Management focal point and supported by other members of the Regional Emergency Unit, the Knowledge Management consultant will focus on the following:

I. Creation of a Phase II KM work plan to maintain momentum for and staff engagement with the KM Strategic Framework 2016-2017 through to the Humanitarian Action Workshop (HAW) of March 2017 – (for an approximate period of 8 months.) The work plan will be elaborated in consultation with Regional Office and Country Offices staff and will outline in greater detail the activities included in this Work Assignment. (10%)

II. Support for the institutionalization of KM practices by rolling out the Strategic Framework 2016-2017 and providing technical support for the greater use of KM tools, for the building of CO capacity to develop/share knowledge and practices on delivering the UNICEF mandate to support children in humanitarian situations. (35%)

  1. Elaborate, further strengthen, and develop regional tools, platforms and create interactive activities using social media (e.g. Yammer, Blog, etc.) to encourage cross sectoral and country learning.
  2. Provide support to Country Offices in cultivating a culture of documenting good practices in humanitarian context and in particular, work with Country Offices to produce and submit two Practice Notes each in the run up to the HAW 2017.
  3. Develop and produce evidence (short videos, Newsletters) generated from good practices and experiences from Country Offices.

III. Develop at least two new KM products that will deepen staff understanding of key issues involving children in emergencies with a specific focus on comparative research and analysis. “Tell the story better.” (45%).

  1. Design and production of two research publications (on key issues in humanitarian action. The research projects can draw from UNICEF Country Office staff and UNICEF partners. The consultant will likely visit at least three Country Offices to ensure a depth of data and analysis. Topics will be selected from a range of key features of humanitarian action in East Asia and the Pacific. It is envisaged that the publications could be launched at an event, perhaps in concert with another UNICEF Regional Office or with another institutional partner.

IV. Submit a final report summarizing support provided during the contract duration and recommendations to the Regional Emergency Unit on next steps. (10%)

V. Any additional tasks in line with the purpose of this assignment and as agreed with contract supervisor.

Deliverables:

  1. Regional Knowledge Management Work Plan developed in support of Regional Office and Country Offices.

  2. Knowledge Management in Humanitarian Action Strategic Framework (2016-2017) and KM tools rolled out and used in East Asia and Pacific region and Knowledge Management products developed/produced (Practice Notes, Technical Brief, Newsletter, videos etc.) in support of Country Offices.

  3. Two research products produced (topics and format to be decided).

  4. Final contract report.

Estimated Duration of Contract: The consultancy is for duration of 1 August 2016 – 30 March 2017 (8 months). The contract has a possibility for extension based on performance and availability of funds.

Travel: Travel to countries as required.

Qualifications or Specialized Knowledge/Experience Required:

  • Advanced university degree in social science or related field.

  • A minimum of 6 years of solid responsible professional experience in humanitarian action and emergency programmes. Experience in Knowledge Management will be an important asset.

  • Fluency in English (verbal and written). Knowledge of another UN language an asset.

  • Strong writing and communication skills.

  • Ability to travel for max 3 short missions in East Asia and Pacific region, if necessary.
