Purpose of the Position:
Under the supervision and guidance of the supervisor, the programme assistant supports the respective section through providing a range of procedural, administrative, and operational support in developing, implementing, executing and monitoring their country programme, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.
Key expected Results:
The efficiency and effectiveness of the support provided by the programme assistant to the development, implementation and monitoring of programs/projects facilitates the delivery of concrete and sustainable results for the respective section, which in turn enhances the offices and UNICEF’s capacity in helping the most vulnerable women and children
Key Accountabilities and Duties and Tasks:
- Support to programme development, planning and execution.
- Support to monitoring and reporting of programme results
- Support in resource mobilization
- Support in knowledge management and capacity building
Support to Programme development, planning and execution:
- Researches, analyzes, verifies, synthesizes and compiles qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the section to facilitate preparation of reports, working papers, and presentations.
- Drafts project documents, work plans, budgets, proposals on implementation arrangements.
- Carries out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs), and makes amendments and alterations as per section revisions when necessary.
- Monitors and tracks the efficient distribution of supplies that are required for effective programme delivery.
Support to monitoring and reporting of programme results
- Prepares monitoring and reporting information for supervisor on agreed performance indicators to drive more efficient management and accountability for results.
- Monitors budgets and financial expenditures of section, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision/follow up.
Support in resource mobilization:
- Researches, analyzes, verifies, and synthesizes data and information in support of preparing reports pertaining to donors (both current and potential).
- Researches, analyzes, verifies, and synthesizes data and information to assist in the preparation of periodic or ad-hoc financial reports relating to country office and donors to support the office in optimizing use of programme funds.
- Carries out transactions in VISION pertaining to grants for his/her section such as registering grant allotments and tracking expiring programme grants.
Support in Knowledge Management and capacity building:
- Researches, analyzes, verifies and synthesizes information on best practices and lessons learnt to support knowledge development and capacity building
- Supports capacity development activities related to performance monitoring, programme development, and related internal UNICEF systems/tools by preparing training materials and participating on exercises pertaining to program processes and procedures which aim to build capacity of stakeholders.
Specific duties/tasks:
Budget monitoring and financial matters:
- Collects information mainly from records and reports and prepares periodic and ad hoc reports on programme and project activities and budget.
- Organizes data and information, prepares and maintains records, documents and control plans for the monitoring of project/programme implementation. Maintains, logs, files and updates records in prescribed format for subsequent use.
- Modify and update the master tracker budget sheet. Summarizes information reflecting current obligations and future programme and/or budgetary implications.
- Modify and update the master tracker for open commitments
- Update the master tracker for staff travels and follow up on closures
- Alert relevant units on expiration grants and budget expenditures.
- Prepares background information for use in discussions with other sections, possible HQ and COs.
- Prepares monthly cash forecast and funds utilization reports, as required.
- Ensures adherence to financial rules and regulations related to HACT.
Completesand maintains documentation:
- Contracts issued by H&N section
- Original Invoices submitted for payments through the service manager and log of the payments made.
- Consultants contracts issued by H&N
- Original signed PCAs and Original FACE forms
- Sections meetings minutes and actions log
- Compile and update master folder of all trip reports of program officers for 2016
Provides general administrative support to assigned teams including:
- Schedules appointments and coordinating partner meetings convened by the team;
- Conducts research, assembly, and distribution of pertinent documents;
- Arranges conference equipment and facilities;
Provides administrative support in coordination with other teams and divisions including:
- Prepares of travel arrangements, security and medical clearances;
- Verifies and processes goods receipts/service entries on purchase orders and contracts in accordance with established procedures; raises funds commitment, purchase requisitions and provides back-up support for specific budget areas;
- Completes other tasks that may be assigned by the Supervisor and/or colleagues in the team.
Qualifications of Successful Candidates:
- Education: Completion of secondary education, preferably supplemented by technical or university courses related to a field related to business, administration, public finances.
- University degree is highly desirable
- Excellent Microsoft Office skills, as well as proficiency in using Windows Operating System and SAP/Grants module
- Experience: A minimum of 6 years of progressively responsible administrative or clerical work experience is required.
- Language Requirement: Fluency in English and Arabic required
