The Programme & Planning Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to carry out an Analysis of the Situation Affecting Children (girls and boys) and Women in the EAP.
Purpose of Assignment:
- Improve the understanding of the status of children and women in EAP and the rights deprivations they face;
- Identify the main patterns of disparities and inequities within countries (as they relate to location, household wealth, gender, disability, ethnic groups, etc.);
- Provide analysis on the causes, barriers and bottlenecks to rights realisation that are common across the region;
- Support regional planning processes including by providing the background for discussion of regional programme priorities and the baselines for potential headline results.
Work Assignment, Work Schedule and Expected deliverables:
Under the supervision of the Regional Chief of Programme & Planning, the consultant will perform the following tasks:
1. Preparation Phase (2 weeks Deadline Aug 26) :
- Hold discussions (on site) with EAPRO Senior Management and the Programme Planning Team to clarify expectations.
- Consult with EAPRO Regional Advisors to confirm the 6-10 most important and illustrative statistics that capture child deprivations (related to the Outcome areas of the UNICEF Strategic Plan and/or crosscutting considerations such as migration; climate change, etc.).
- Prepare an inception report that includes details on:
o Overall approach to delivery of the products;
o Methodology for collecting and managing data and completing the quantitative and qualitative equity analysis;
o Confirmation of the list of indicators for the Assessment phase;
o Chronogram/timeline for deliverables and for any critical review, peer review and/or validation processes.
2. Assessment Phase (3 weeks Deadline Sep 16):
- Conduct a Desk Review of key secondary sources of data, information and relevant analysis (using Census, Demographic and Health Survey, Multiple Indicator Cluster Survey , Administrative Data, relevant studies, UNICEF Situation Analysis and Reports) for the Assessment against key indicators. Map available data and gaps.
- Compile all relevant statistics, cataloguing data (and metadata), noting any relevant caveats and/or concerns. Where possible, use disaggregated statistics to support equity analysis. Present as a Compendium at the end of Week 4.
- Prepare a series of info-graphics (charts, graphs, maps and other forms of info-graphics) to visually represent the findings of the Assessment. Present in the form of Powerpoint presentation (for presentation in Phase 4).
- Incorporate revisions and corrections from Country Offices and the Regional Office through the duration of the contract.
3. Analysis Phase (3 weeks Deadline Oct 7):
- Using secondary analysis (primarily UNICEF Situation Analyses) provide a review of causality behind the deprivations and the main barriers and bottlenecks to child rights realisation. Present this review in narrative or Matrix format.
- Synthesis the analysis and suggest which child rights deprivations are particularly severe or compelling, based on an understanding of the organisation’s mandate. Provide this analysis in narrative format.
4. Validation Phase (2 weeks Presentation in RMT, 2nd week Nov. Finalisation Nov 18) :
Support the presentation of the Assessment at the November Regional Management Team meeting (Powerpoint presentation with infographics) and Analysis findings (Matrix or narrative form). Incorporate feedback on the Analysis and share final draft of the Compendium, the Presentation, the Analysis Matrix and Narrative Recommendations.
Estimated Duration of Contract: 50 days over the period of August – November 2016.
Official Travel: The consultant will work from home and travel to Bangkok for orientation and to Putrajaya, Malaysia for presentation at the Regional Management Team meeting in November 2016.
Qualifications or Specialized Knowledge/Experience Required:
- Advanced university degree in Social Sciences, Social Work, Child Development, and International Human Rights Law or in a related technical field
- Minimum of 10 years’ experience in social science research, monitoring and evaluation and use of quantitative and qualitative data collection methodologies including on persons with disabilities
- Experience in designing and conducting research, assessments and studies
- Experience with graphic design and/or development of infographics
- Knowledge and understanding of the socioeconomic and political situation East Asia and the Pacific region, particularly on the situation of children and women
- Excellent analytical, communication, report writing and facilitation skills
- Knowledge of the of the Asia & Pacific region an asset
- Familiarity with the UN and UNICEF
- Ability to produce work independently with limited supervision
- Good interpersonal communication skills
