2. Description of Programme or Project Being Evaluated
World Vision (WV) Somalia will be implementing a four year project that is aimed to contribute to improved health and nutrition status of women and children, and reduction of under-5 and maternal morbidity and mortality by 2020. While WV is already implementing health and nutrition services within the framework of the Essential Package of Health Services (EPHS) throughout the five targeted districts (Somaliland: Baki & Lughaya; Puntland: Garowe, Burtinle and Eyl), demand for these services is still very low. Through the design and implementation of a Village Health Worker Program, along with WV methodologies (Channels of Hope, ttC (Timed Targeted Counselling), Citizen Voice and Action) and the establishment of Gender Based Violence committees, WV hopes to impact the critical health problem in Somalia.

5. EvaluationPurpose andObjectives
· Set benchmarks on key project indicators based on the project’s log frame.
· Provide an understanding to the barriers to accessing health services within the targeted districts, looking separately at the barriers for youth, women, men and children, based on location, socio-economic status of the community, particularly on nomadic households.
· Assess the potential of different interventions in effectively contributing to increasing demand for health services as per the project objectives, based on evidence from similar context.
· Examine the current scope and impact of integrated health, nutrition and WASH programming, while providing recommendations of how impact could be enhanced.
· Assess the integration of cross cutting themes, such as gender, disability, resilience, child protection and engagement with faith/religious leaders.
· Provide recommendations for the implementation of this grant.

The Evaluation will use a mixed method approach, including:

· Key Information Interview
7. Limitations
· Insecurity may disrupt data collection as well as data verification.
· Somali-English translation, important information may be lost in the process.
8. Authority and Responsibility
8.1 World Vision
· Support recruitment of enumerators
· Source, hire and pay for enumerators
· Review the assessment plan and tools before use
· The DME and Project managers will support training of enumerators on the data collection protocols and data collection tools provided by the consultant
· The project team supports and facilitates household data collection
· The M&E team conduct internal supervision and data verification during data collection
· Review the draft report and provide feedbacks to the consultant
8.2 Consultant
· Develop assessment plan, methodology and appropriate/relevant data collection tools.
· Work closely with M&E managers and project staff during the design of the methodology/ tools; agree on the tools that will be used.
· Briefing the methodologies and tools to WV M&E and Technical teams.
· Design data entry and analysis spreadsheets.
· Train enumerators, guide and supervise enumerators during data collection in the field.
· Monitor and verify data collection.
· Make visits to data collection site and do Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs)
· Incorporate feedbacks into tools and reports which will be given from WV team.
· Approximately one hour PowerPoint presentation of results and discussions to be delivered at Nairobi National office.
· Do de-briefing on preliminary findings to the field team soon after data collection Report writing. The result is expected to be published and the consultant needs to give due attention for the quality of the report.
9. Logistics
WV will facilitate or travel logistics including, access to operational area.
10. Products**
Evaluation Report
o Findings should be disaggregated by Sectors and geographical location (region and district).
o Recommendations need to be supported by a specific set of findings.
o Evaluation findings should be presented as analysed facts, evidence and data and not based on anecdotes, hearsay or the compilation of people’s opinions.
o Findings should be specific, concise and supported by strong quantitative or qualitative evidence.
o No more than 30 pages (without annexes).
o Includes photos and quotes.
o Including, but not limited to, sections on context, sampling, methodology, findings (including table showing end-results per indicator/ activity.
o Disaggregation of beneficiaries - Male/Female, IDPs/Host community levels at minimum.
o Annexes with the following information:
§ List of enumerators
§ All data collection tools and methodologies
§ Findings on the integration of gender, disability, resilience, child protection and engagement with local administration and religious leaders
· Soft copy of raw data set for any quantitative data.
· Soft copy of cleaned data set for any quantitative data.
· Soft copies of data collected during qualitative data collection exercises (i.e. interview notes).
11. Proposal Content
Proposals from Consultants should include the following information (at a minimum)
· Technical Proposal with clear methodology, including types of data collection tools and analysis
· CV of key consultant(s) attached to the technical proposal
· Proposed budget
· Proposed timeline
· The applicants have the right to request for more clarifications.
12. Required Qualifications and Experience
- In-depth knowledge of Somalia and its regions including government and community level service delivery structures
- Masters/PhD degree in Health and Nutrition, Development studies, Peace, Monitoring and Evaluation and International studies and 5+ years of consultancy experiences
- Has technically sound experiences in Evaluations, Baseline, Assessment and Studies in Somalia context
- Has extensive experiences in Health and Nutrition models.
- Strong written, communication, and interpersonal skills in English, with substantial experience in training and managing multicultural teams
