Background:
In Egypt, refugee children still face significant barriers related to both access and quality of education in a safe environment. The additional pressure on the education system and the capacity to absorb Syrian refugee children has been a challenge. To date, targeted assistance programmes to the Ministry of Education have been a strategic priority for the education sector.
UNICEF has provided technical support to the Ministry of Education and NGOs to promote access to appropriate, quality education for Syrian children aged 3-14. The Education sector response strategies included: 1) creating space for Syrian children in public schools through building institutional capacity, and 2) creating community-based pre-primary education opportunities wherever the public system cannot accommodate Syrian children.
Additionally, due to language barriers, refugee children of other nationalities, are unable to access public schools, and have to either learn outside the formal education system (in refugee community schools), or to enrol in private schools, which many cannot afford.
Scope of Work:
UNICEF Egypt is looking for an international consultant to revise ongoing education and emergency response and develop a set of recommendations for UNICEF and its implementing partners regarding how to structure its support to its education in emergencies work including out-of-school children.
The International Consultant will carry out the following tasks: 1. Review the education in emergency programme by taking into consideration among others:
- Data regarding how UNICEF Egypt currently supports its education in emergencies programmes;
- Existing information sharing mechanisms;
- Education in Emergency advocacy at the county office, and how that relates to regional and global level initiatives
- Conduct a risk analysis and stakeholders mapping
- Formulate a set of recommendations
ExpectedDeliverables:
The final product should be produced in two forms: a) a 10-15 slide PowerPoint summary; and b) a full report.
Estimated Start Date:
As soon as possible, starting from September, 2016
Duration of Consultancy:
Two weeks in country and one week home based to prepare final product. In total the consultancy will be 21 days.
Qualifications, Experience and Skills:
- University degree, preferably at an advanced level in one of the disciplines relevant to the following areas: Education; Primary Education, or Social Sciences fields relevant to humanitarian responses.
- At least 10 years middle or senior management experience, preferably in the development or humanitarian response field.
- Experience in education management, policy, systems evaluation and strategy formulation
- Strong technical skills in evaluation and analytical skills
- Excellent written and communication skills
- Good spoken and written English
- Work experience with UNICEF or other UN agencies is an asset
