Background
Yemen is currently facing a complex and worrying humanitarian crisis due to one year and half of widespread conflicts. The country is characterized by high food insecurity and malnutrition with rates of child malnutrition and maternal mortality being amongst the highest in the world.
Escalated conflict since late March 2015, combined with restriction and disruption of commercial and humanitarian imports, population mass displacement, loss of livelihoods and income, scarcity and high price of fuel, disrupted market system and high price of food and essential commodities, and suspension of safety net and public work programme that used to serve 2.5 million people has contributed to the widespread food insecurity and malnutrition. The conflict damaged the public and private infrastructure; destabilized the market system and prices; negatively affected employment opportunities and income and devastated livelihoods, exposing millions of the rural and urban population to destitution and food insecurity, and displaced more than 2.75 million. Around 51% of the population is suffering from food insecurity and malnutrition, categorised as IPC Phase 3 (Crisis) or IPC Phase 4 (Emergency)[1].
In order to understand the overall impact of the ongoing conflict on the food security and nutrition situation in the country, the three UN agencies, FAO, UNICEF and WFP have proposed to conduct the Emergency Food Security and Nutrition Assessment (EFSNA) to be implemented in 20 governorates aiming at updating/enhancing the knowledge base to inform humanitarian response decisions.
EFSNA has been designed to assess the food security and agriculture situation of households, mortality, and nutritional status of under-five children (6-59 months) and women, and to assess the current status of key drivers and determinants of food insecurity and nutrition at the governorate, ecological and national levels.
For the implementation of EFSNA, one high level steering committee and one technical committee have been established with a membership of Ministry of Planning and International Cooperation (MoPIC), Ministry of Public Health and Population (MoPHP), Ministry of Agriculture and Irrigation (MoAI), Central Statistical Organisation (CSO), FAO, UNICEF and WFP. The three UN agencies has signed a specific agreement that describes contributions of agencies to support the implementation of EFSNA.
However, for the data analysis and drafting the report, it has been agreed that each agency should share one consultant to cover different parts of EFSNA based on the mandate of each agency. Hence, UNICEF is requested to assign a consultant to cover the part of Nutrition as well as Mortality.
Objectives
To contribute to the construction of EFSNA report through cleaning, and analysis of nutrition and mortality data of EFSNA, producing quality tabulations with related proper statistical tests about the nutritional status and other key related determinants, and then using these tables to draft the narrative parts of nutrition and mortality.
Specific Activities
Consultant will be given electronic copy of the EFSNA dataset. He/she will be specifically responsible for
Within 17 working days, clean the data for the nutrition and mortality parts, establish the proper sample weights, and then analyse the data to produce the following:
Descriptive tables per governorate, ecological zone and nationally those show nutrition status of children and women and morbidity vs child and household background information.
Descriptive tables per governorate, ecological zone and nationally that show mortality using ENA for SMART software.
Inferential tables per governorate, ecological zone and nationally those shows association of anthropometry indicators of children with indicators related to food security, food consumption, morbidity, mother nutrition status, and other socioeconomic indicators. Using of appropriate statistical tests as required.
Illustrative slides for findings in appropriate charts and tables using tables produced above.
Within 13 working days, draft a narratives for Nutrition and Mortality sections that include the executive summary, results, discussion, conclusion and recommendations and references. For doing this, consultant should consider the following:
Review studies and evaluations and other documents in relation to nutrition status of children and women in Yemen before and during the crisis.
Comments received after presenting the preliminary findings of EFSNA.
Expected Outputs
The final expected outputs of this TOR are:
Clean dataset of EFSNA for the nutrition and mortality parts in proper formats.
PowerPoint slides of survey finding with proper charts and tables.
Narrative report for the parts of nutrition and mortality of EFSNA.
Tentative timeline
It is expected that data collection, data entry and the first round of cleaning by mid of October 2016. The tentative timeline for the consultant work will be as the following:
15/10 – 5/11/2016: Data cleaning and analysis, preparing of descriptive and inferential tables, and preparing presentation slides.
15/11 – 15/12/2016: Completing the report.

The final clean dataset in SPSS format, except for mortality which should be in ENA or Excel format.
Row tables of findings in MS Word or Excel format.
The PowerPoint presentation of findings
The report part of Nutrition and Mortality sections include executive summary, results, discussion, conclusion and recommendations, and references.
Procedures and Logistics
The consultant will do the requested duties remotely. However, during the data analysis time, the consultant would be requested to travel to any country in MENA region to do the work with the team.
In case the consultant is requested to travel outside of his home country, all travel arrangements will be made as per UNICEF rules and DSA and travel costs will be paid as per UNICEF standards.
The consultant will be responsible to procure all necessary laptop and computer accessories required for doing duties in this TOR.
Required background and experience
The candidate should be a qualified public health specialist/ nutritionist/ statistician/ biostatistician/ epidemiologist – Relevant master or higher degree is required.
Extensive experience (at least 5 years) in the administration of large nutrition related household surveys including data management of such surveys.
Excellent reporting and presentation skills. English is requirement.
Must be familiar with Statistical Package for the Social Sciences (SPSS) and ENA for SMART in particular and all relevant / nutrition and anthropometric applications in general.
