Background
World Vision's ministry in Cambodia focuses on improving the lives of the poorest children and their families in Cambodia. We partner with children and youth, their families and communities, across all faiths, religions, gender, ethnicities and political associations.
Through a holistic and integrated approach, we are able to achieve our child well-being strategic priorities that focus on improving the nutritional status of children in their first 1000 days of life, primary education that fosters quality learning, children being prevented and protected from abuse and exploitation, and preparing youth to be creative, active citizens, and the leaders of tomorrow.
To achieve this, World Vision has a core focus on supporting the effectiveness and accountability of local formal (government) mechanisms for child protection. In Cambodia, this is the Commune Committee for Women and Children (CCWC). World Vision is collaborating with Government and other NGO partners to consider how the CCWC can be further supported through the evolution of policy.
We are seeking the services of a consultant to conduct an analysis of existing resources, policies, guidelines and tools available for CCWCs, and to map the strengths and gaps of the documents in relation to protecting (and responding to) children from violence, neglect and abuse.
Deliverables of the consultancy
Key deliverables of the consultancy include:
Following a thorough review of all existing resources (policies, guidebooks, tools, etc.) that are part of the CCWC policy landscape, develop a mapping document of the existing child protection contents, including levels of depth and implementation level.
Identify child protection content that is currently missing from the policy landscape (with reference to World Vision’s child protection technical program resources).
Support the facilitation of stakeholder workshop to explore potential new content, resources, and even policies, which will strengthen CCWCs and support them in the child protection challenges they face.
The selected consultant will not have management (budget or staff) responsibilities, but coordinate and collaborate with existing project teams to ensure completion of all deliverables. The consultant will be accountable to the Child Protection Technical Lead, and work closely with the Advocacy Technical Lead, Senior Policy Officer, and Research Officer.
The consultancy will be completed in Cambodia before the end of September 2016.
Required experience and selection criteria
Knowledge and experience in policy analysis and development in the child protection and social development sectors.
Experience authoring reports in English and Khmer.
Ability to present information and facilitate workshops in English and Khmer.
Experience in working with local government institutions in Cambodia.
Experience in child protection programs and projects in Cambodia (preferred).
Schedule and Budget
The consultancy is expected to require between 10 and 12 days, and must be completed no later than 31 September 2016.
Budget is subject to approval; therefore, interested parties should submit a daily rate with their application.
The consultant must cover costs of work tools (e.g. laptop). No per diem is provided for travel, accommodation, or other costs beyond what is agreed in a Consultancy contract (please include all anticipate costs in budget proposal).
