Position Title: Monitoring, Evaluation, & Learning (MEL) & Gender Advisor
PURPOSE OF POSITION:
The Monitoring, Evaluation & Learning (MEL) & Gender Advisor has overall responsibility for providing coordination and leadership for monitoring and evaluation of this project and thus lead the design and roll out the consortium’s M&E framework and tools, in line with reporting requirements, ensuring that the progress, outputs and lessons learned of the project are effectively tracked, documented and shared.
The main objective of this position is to ensure that data on project beneficiaries, processes, progress and performance are effectively collected, entered, analyzed and documented for the WIT project, in a way to inform timely decision making and the adoption of sound corrective measures, and to ensure coordination of all processes across the consortium. The MEL Advisor will also support project staff & partners in establishing their M&E and reporting systems and provide technical assistance to improve their understanding of the project & donor MEL requirements. He/she would also be responsible for the baseline survey that will set a bench mark at the start of the project, and an evaluation at the end of the project that will sum up the projects’ accomplishments in accurate and objective way and describe its contribution towards the overall goal.
Major Responsibilities:
Technical Leadership and Systems Development
- Develop the overall project M&E framework in according to the design document / proposal and donor requirements and revise it periodically as required based on evidence and lessons learned.
- Ensure that M&E plans are established for the project across all implementing partners.
- Develop M&E tools and guidance and disseminate these across all consortium partners to ensure harmonization of approaches.
- Take leadership on the project MEL system and ensure continuous coordination with consortium MEL and accountability focal staffs as well as synergy between the M&E, humanitarian accountability & learning processes.
- Ensure that the overall MEL system is developed based on local capacity, cost-effective approaches and sustainable processes.
- Ensure gender dynamics are considered and adjusted for during design of MEL tools and throughout implementation.
Monitoring, Implementation & Reporting
- Ensure that this project has M&E, humanitarian accountability, information management, and gender mainstreaming processes that are aligned across the consortium and meets USAID and WV required standards.
- Ensure clear partnering agreements, policies and processes are in place to assess and support partners to comply with M&E, reporting, gender, and core humanitarian standards.
- Develop project baseline methodology, tools (e.g. survey questionnaires, focus group discussions, key informant interviews etc.), analysis plans and data entry spreadsheet and lead baseline process that consider gender.
- Ensure project technical & implementation staff are equipped with knowledge, tools and resources to support MEL and gender-sensitive functions at project level.
- Ensure monitoring processes are systemized, in ways that meet donor requirements, and are cost-effective, avoid duplicative processes, and reduces beneficiary fatigue across the consortium.
- Ensure beneficiaries and partners have constant access to information about this project and that they can process complaints & feedback with confidentiality & receive responses appropriately within predefined standards.
- Ensure partner & direct implementation is monitored on a regular basis for quality standards, and humanitarian principles through scheduled visits, data quality audits, spot check / verification visits against reports, and report reviews (as per agreed schedule with donors and partners).
- Ensure the effective functioning of the MEL system and that the outputs of this system reach project management and other stakeholders accurately and in a timely manner, and prompts critical thinking and influences strategic direction and adoptive changes.
- Help identify and design innovative practices to improve project efficiency and effectiveness in M&E, humanitarian accountability, information management, gender mainstreaming, and general project management.
- Guide project staff and partners in preparing their progress reports and ensure timely submission.
- Ensure that project activities report to existing clusters and sector working groups at the regional and national level.
Project Close-out, Evaluations, & Learning
- Design and implement a system to identify, analyze, document and disseminate lessons learned and best practices.
- Develop TOR, recruit and provide direct technical support and oversight to the evaluation of the consortium’s project led by an external evaluator, including gender assessment components.
- Ensure appropriate dissemination of project level evaluation findings and where possible monitor follow-up on evaluation recommendations.
- Ensure all MEL related data, reports, and records are clearly organized and archived in a central location for future reference.
Accountability, Quality Assurance, Coordination
- Ensure the humanitarian accountability system across the consortium upholds and mainstreams information sharing, consultation, participation & complaints and response to affected people.
- Ensure the consortium is well represented in MEL and gender-related working groups and forums at local & national levels as required.
- Always ensure Core Humanitarian principles are upheld in all aspects of project management.
Capacity Building & Management
- Ensure all M&E and gender staff within the consortium are supported by this position are guided, mentored and their capacities built in order to deliver high quality outputs.
- Support project management in prompting critical thinking.
- Ensure all project frontline & technical staff are assisted in strengthening their understanding of MEL concepts & competencies as part of the MEL system establishment.
- Ensure project partner capacity is built to comply and produce high quality M&E products in-line with WV & donor standards & requirements.
- Ensure management of day-to-day project M&E tasks are completed with appropriate resources, proper planning and to the highest standard required.
- Ensure project MEL unit (staff & functions) is sufficiently funded at country levels to operate effectively.
- Sign off on all project related surveys (Impact assessment, Post implementation monitoring studies, outcome level monitoring, baselines, and evaluations, etc.) for sharing between consortium members and outside of it.
Education:
Master’s degree preferably in the field of social sciences, public health, nutrition, statistics or development studies
Experience:
- Minimum of 5 years’ experience in the field of MEL, ideally should include development & emergency context and grant funding is critical.
- Minimum 2 years’ experience with gender mainstreaming through MEL systems.
Knowledge & Skills:
- Fluency in written and spoken English and Arabic is required.
- Thorough knowledge in quantitative and qualitative data collection methods, and analysis is essential, especially the use of SPSS / “R” studio software’s for quantitative analysis.
- Thorough knowledge in writing technical MEL reports is essential.
- Thorough knowledge on Sphere, Core humanitarian standards, child rights, human rights, DNH, HAP & DAC evaluation criteria are essential.
- Thorough knowledge on the humanitarian operations coordination, cluster operations, and major donor M&E requirements is essentials.
- Good understanding on database management and data structures.
- Experience with gender mainstreaming, gender equity, and gender-sensitive reporting and data collection measures.
- Thorough knowledge of World Vision internal processes such as Child-Wellbeing, Syria response M&E framework, impact reporting would be an advantage.
- Proven experience in establishing a fully functional MEL system for an organization that is supported by bilateral & multilateral international donors serving more than 100,000 beneficiaries within a period of 12 months.
- Proven experience in establishing MEL systems for sub grantees and local partners.
- Experience in coordinating MEL functions at a national level for a multi-sectoral INGO.
- Proven experience in leading surveys (mixed methodologies) from designing to report writing.
- Proven experience in local staff capacity building.
- Previous working experience in Jordan can be an advantage.
- Ability to work and produce high quality outputs in an intense & dynamic working environment, with local and international staff having different working styles and different levels of competencies is essential.
- Strong ability to work independently, organize work, meet deadlines, and maintain composure is essential.
