Minimum Requirements:

  • An advanced university degree in social science;
  • 10 or more years of experience and expertise in the area of child rights/child participation research;
  • Experience in the participatory video action research with focus on information and digital technologies for development;
  • Previous work experience with UNICEF will be considered an advantage;
  • Excellent command of English language;
  • Strong communication and writing skills.

Individual International Consultancy for technical support for conducting a participatory video action research on children and internet in Montenegro

1.Background and Context

UNICEF office in Montenegro, as a part of the UNICEF Global Programme to tackling online child sexual exploitation, started implementing a new initiative aimed at supporting prevention and protection of children from online abuse. This will contribute to Montenegro’s efforts to fulfil the commitment made by the Global Summit and the Global Alliance against child sexual abuse online.

Within this initiative, a mixed methods research, combining qualitative and quantitative approaches, was conducted in Montenegro in May-June 2016. It covered children aged 9-17, their parents and schools’ representatives. The survey was designed in line with the Global Kids Online (GKO) research methodology developed by the London School of Economics and Political Science with support from the UNICEF Office of Research-Innocenti. Montenegrin research will be used to support children, parents, teachers, policy makers and government make internet a more safe and useful place.

In the scope of the Global Kinds Online Research, participatory video action research with young people needs to be conducted with the aim of promoting the voices of young people on this issue. A 4 day participatory video action research workshop will be conducted with a group of 20 young people aged 16-17 in a high school in Podgorica, the capital of Montenegro. 20 young people will be trained in film-making in order to produce short videos with their messages about internet and young people at the end of the workshop.

2.Purpose and Objective

The purpose of this activity is to get and promote voices of young people about their internet experiences. Together with other research on this topic, participatory video action research with young people will be used to support children, parents, teachers, policy makers and government make internet a more safe and useful place.

3.Methodology and Technical Approach

The methodology will include desk review, participatory video action research, consultations with the respective institutions and presentation of the results and findings.

The Consultant is expected to work both in the field and from home. The Consultant will actively work with UNICEF Montenegro and the Ministry of Education of Montenegro in the process of conducting the workshop with the high school students.

4.Activities and Tasks

The activities of the assignment will be conducted in close cooperation with the relevant representatives of Ministry of Education and UNICEF’s Communication Team. The Consultants is expected to:

• Prepare the workshop;

· Conduct a 4 day workshop according to the agreed agenda with the selected group of 20 young people in Podgorica’s high school in cooperation with a local movie-editor;

· Supporting children to produce their videos in cooperation with a local movie-editor;

· Support children in editing the videos in cooperation with a local movie-editor;

· Support young movie-makers to present their videos at the end of the workshop;

· Deliver to UNICEF Montenegro 4 videos made by children at the workshop.

5.Key Deliverables and Timeframe

This assignment is expected to commence on November 1, 2016 and end on November 22, 2016. The consultant is expected to spend a total of 7 working days on this assignment. He/she will spend 4 working days in Montenegro, while the rest of the time s/he will be home based.

6.Management and Organisation

Management: The Consultant will be supervised by the UNICEF Communication Officer.

Organization: International Consultant will be required for this consultancy. If more than one consultant is engaged for the assignment, the fee for each consultant will be negotiated depending on their qualifications, the scope of work required from each consultant and the duration of their engagement.

Schedule: This assignment will commence on 1 November 2016.

  1. Budget and Remuneration

The candidates are requested to submit their financial offer consisting of fee for the services to be provided, travel and subsistence costs, as/ if applicable.

The consultant’s fee may be reduced if the assignments/deliverables are not fulfilled to the required standard. In the case of serious dissatisfaction with the consultant’s performance the contract may be terminated in line with the UNICEF’s procedures in such matters and as spelled out in the contract.
