Background & Rationale

Around the globe, women and children, girls in particular, are threatened by violence. During armed conflict, exposure to violence increases due to forced displacement, separation of families and communities, and weakened or destroyed infrastructure that erode the social and legal protections in place during times of stability. The result is an escalation in violence – including sexual violence – against children and women. Emergency situations also exacerbate other forms of gender-based violence (GBV) that children, girls in particular, and women are exposed to in times of peace and stability, such as domestic violence.

The international community has increasingly recognized the need to prioritize collective action to address gender-based violence in emergencies (GBViE). This recognization is demonstrated by the recent Call to Action to End Violence against Women and Girls in Emergencies (CtA) that was launched by the UK in March 2013. The CtA provides a framework to help coordinate efforts with other donors, affected countries, and non-government stakeholders to maximize collective impact to prevent and respond to GBV in emergencies. 2015 has been an especially defining year: the development of a 2016-2020 Inter-agency Road Map has brought unprecedented levels of attention to GBV by donor governments and humanitarian actors, and the 2015 launch of the Guidelines for Integrating Gender-Based Violence Interventions in Humanitarian Action ("GBV Guidelines") is part of the global and inter-agency effort to provide comprehensive guidance to humanitarian actors in the field who can make a difference in the lives of children and women around the world.

Purpose

The purpose of this consultancy is to strengthen UNICEF's current and future GBViE programming through humanitarian action. Using the UNICEF Programme Resource Pack and the GBV Guidelines, the consultancy will build technical capacity of UNICEF staff and partners to address GBViE prevention and response.

Structure and Responsibilities of the Role

The Gender-Based Violence in Emergencies (GBViE) Capacity Development Specialist will work as part of the GBViE team within the Child Protection Section of UNICEF's Programme Division. The Capacity Development Specialist will also work closely with the Gender Team on other organization-wide gender and GBViE credentialing processes.

The GBViE Capacity Development Specialist will be responsible for developing and advancing a UNICEF-wide and partner-inclusive GBViE Capacity Development Strategy to strengthen the human resource pool for addressing GBV in humanitarian contexts and ensure high-quality programme interventions based on available evidence. These efforts will be fully inline-with and complement the GBV Area of Responsibility Capacity Development Strategy.

The GBViE Capacity Development Specialist's duties fall into three main areas:

  • Production and implementation of a global UNICEF GBViE capacity development strategy;
  • Regional and country-level capacity building support for GBViE programming; and
  • Rolling out the GBViE Programme Resource Pack and IASC GBV Guidelines with ROs and selected UNICEF COs.

Expected results: (measurable results)

The Specialist will provide on- and off-site field support to:

  1. Develop and implement a global GBVIE capacity development strategy.
  2. In collaboration with RO and COs, and based on the global GBViE capacity development strategy, support the development and implementation of regional- and country-specific GBViE capacity development strategies.
  3. In consultation with selected UNICEF RO and CO teams, provide capacity development support to rollout the GBV Programme Resource Pack and the GBV Guidelines and other related GBViE tools.
  4. Provide additional support for GBViE prevention and response according to needs within the ongoing humanitarian crises in the respective ROs and COs the consultant will be present in.

Duty Station

The consultancy will be home-based with significant travel to emergency-affected contexts within all UNICEF regions, with an emphasis on the ESARO, WCARO and MENA regions. Specific countries for support and rollout missions will be determined through regional consultation and country-driven demand as well as with the Global GBV Guidelines Reference Group.

Timeframe: 11 months (220 days)

Start date: December 1, 2016 End Date End date: November 30, 2017

The major duties and responsibilities of the consultant will include:

Key Competences, Technical Background, and Experience Required

  • Masters in public health, social work, political science, human rights and international law or other related degree, or equivalent programming experience
  • At least 8 years of GBV programme management experience, preferably including at least 2 years implementing a GBV program in a humanitarian context and 5 years of experience on training and capacity building related to addressing GBViE
  • Experience in building knowledge and commitment among technical and management staff in terms of addressing GBViE
  • Deep understanding of GBV guiding principles and what it means to provide a survivor-centered response
  • Understanding of the steps of case management and its intersections with information management
  • Experience supporting staff in GBV case management; experience providing case management training a plus
  • Experience developing and facilitating workshops
  • Experience in GBViE-related prevention, including on mainstreaming prevention across sectors of humanitarian response (e.g. Child Protection, Education, Health, Nutrition, Water and Sanitation)
  • Excellent computer skills, including MS Word, Excel, etc.
  • Strong understanding of browser-based applications, interfaces, workflows, and role-based access
  • Demonstrated organizational skills, including the ability to work independently and productively, with multiple stakeholders in a fast-paced environment
  • Flexible work attitude: the ability to work productively in a team environment as well as independently, and the ability to handle requests or issues as they arise
  • Demonstrated understanding of issues related to confidentiality, data safety/security and other ethical concerns related to the sharing of sensitive data between humanitarian agencies
  • Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wide range of functions in a multi-cultural environment
  • Fluency in English and French strongly preferred
