1.Background and Purpose
Nutrition is a key sector for a country’s sustainable development. It contributes to achieving the Sustainable Development Goals (SDGs), to which Rwanda has committed itself as a member of the international community. Malnutrition impacts negatively on the well-being of the individual as on the community’s development.
Rwanda’s plans for economic development and poverty reduction include food and nutrition as a foundation for a healthy population. It is in this line that the Ministry of Health developed a National Food and Nutrition Policy (NFNP) and a National Food and Nutrition Strategic Plan (NFNSP) both covering the period from 2013 to 2018.
The NFNP & NFNSP are co-owned by the three cluster Ministries which are Ministry of Health, Ministry of Local Government and Ministry of Agriculture. The two documents are articulated around seven strategic directions that address major food and nutrition issues that the country is facing
For NFNP strategic directions focus on specific Ministries responsibilities in the areas of food and nutrition. These include MINAGRI, MINISANTE, MINEDUC, MIGEPROF and MIDIMAR. Two strategic directions focus fully on multi-sector approaches with joint activities and shared responsibilities. The final strategic direction addresses the major support services, plans and activities needed to support food and nutrition as a multi-sector endeavour and to sustain long terms achievements in food and nutrition that are expected to occur.
The National Food and Nutrition policy and strategy are two large documents with many interventions. There is a need to have a policy brief summarizing the main points of these documents to allow policy makers from different sector ministries to easily assess the main points and courses of action in order to facilitate implementation of the two documents.
2.Objectives
This consultancy will support to develop a nutrition policy brief summarizing the main points of the NFNSP and NFNP.
The policy brief will:
· Provide enough background for the reader to understand the nutrition situation and main issues.
· Convince the reader that malnutrition problem in Rwanda must be addressed urgently.
· Provide information about feasible strategies to improve nutrition status of Rwandan population according with the mandate of the sector ministry or Districts.
· Stimulate the reader to take action in order to implement the NFNSP and NFNP.
· The policy briefs should be short (maximum 4 pages), concise and easy to read by programme and policy makers, especially in government institutions.
- Methodological Approach
The policy brief will be based on a review of the NFNSP and NFNP. The consultant will engage key government staff as well as UNICEF and UN staff for comments and final approval of the briefs.
4.Major Tasks, Deliverables, & Timeframe
The Consultant will perform the following task:
· Develop a policy brief based on the NFNP and NFNSP ready for printing.

Develop a policy briefs : 1st draft of the policy brief : 5 days
Review policy brief based on inputs received: 2nd draft : 2 days
Conduct second review of the policy brief based on the second round of inputs received: 3rd draft

Finalize policy brief based on final inputs received: Final policy brief : 1 day
5.Qualification and Requirements
The candidate should possess following:
Education
§ Advanced university degree in Communication, Nutrition, Public Health or related field, with experience in strategic communication, nutrition policy and strategy development in the context of developing countries.
Work Experience
§ At least 5 years of professional experience in Communication, Nutrition and/or Public health field,
§ Sound experience in reviewing and drafting policy brief or similar documents (proofs of work will be requested)
Language
§ Fluency in English.
Competencies
§ Excellent written and oral communication skills; effective organizational skills; high drive for results; high commitment; teamwork and strong interpersonal and intercultural skills.
6.Terms and conditions
· UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines
· All materials developed by the consultant will remain the copyright of UNICEF and that UNICEF will be free to adapt and modify them in future. n
