Background: Nurturing care, nutrition, stimulation and education in the earliest years of life are the foundation for good physical health, cognitive functioning and emotional relationships. Stimulation for young children can help to build the intellectual, emotional, social and creative skills needed for human development and lifelong learning – skills that are at the heart of strong, healthy workforces and sustainable nations. As such, early childhood development (ECD) is one of the most cost-effective ways to break intergenerational cycles of poverty and create more equitable and prosperous societies.
Despite advances in neuroscience, there is still little public understanding in Serbia of early childhood development and the importance of the first years of a child’s life. Currently, interest in ECD is mostly confined to scientific and technical circles. UNICEF wants to change this. To that end UNICEF in Serbia plans to launch an ECD campaign to raise awareness among the general public, parents and caregivers and healthcare and other professionals about the importance of early child development, as well as to promote and affect positive ECD practices among parents and other caregivers.
The campaign will consists of two coherent components: a) public awareness campaign (targeting the general public), and b) educational campaign (targeting parents/caregivers, healthcare and other professionals). Simultaneously with the implementation of the campaign, UNICEF will continue implementing its comprehensive ECD programme (nutrition, stimulation, early learning and protection) that aims at mobilising national and local policy makers, increasing quality of and access to the network of Early Childhood Development (ECD), Early Childhood Education (ECE) and Early Childhood Intervention (ECI) services and providing a variety of educational programmes for parents, particularly the most vulnerable ones. These programmatic activities should be used to support the ECD campaign goals, while the campaign activities and products need to be used to strengthen the programme outcomes and results.
Purpose of the assignment: The purpose of the assignment is to provide technical assistance and support to the Communications and ECD teams in implementing the ECD campaign and other complementary ECD communication activities.

Coordinate the development, fine-tuning and finalisation of the Campaign creative concept and subsequent products (materials) with the selected agency, including participation in meetings, field visits, photo and video shoot sessions, etc.

The work will be delivered in accordance with the monthly work plans agreed upon between the Individual contractor and the Supervisor, based on the proposed Campaign dynamics and programmatic activities
The first monthly plan will be established 5 days upon the beginning of the assignment.
The consequent monthly reports and monthly outline plans for the following month, defined at the end of each month, will be submitted between 25th and 30th day in a month.
-Assist in identifying potential partners among national and local media houses, companies, civil society organizations; managing and updating a database of partners and friends of the Campaign
-Assist in identifying public figures to promote the Campaign
-Compile a list of professionals willing to support the Campaign and to be interviewed by the media
-Prepare and organise briefings for professionals and celebrities

Qualifications required, specialised knowledge, specialised skills and work experience required for this assignment:
Minimum 5 years of experience in a marketing agency, of which at least 3 years closely related to campaigns, social marketing and communication.
University Degree in the field of Communication or Marketing will be an asset
Ability to find appropriate stories to cover in the field
Excellent command of Serbian and English languages, both written and oral
Excellent writing skills
Highly organized with ability to work quickly and efficiently as part of a team
Ability to meet deadlines
Ability to work with minimal supervision and under pressure
Work experience covering UNICEF’s work, and familiarity with early childhood issues is an asset

Daily rate in RSD
Daily allowance cost for travel within Serbia in RSD, price per:
a) one trip with overnight stay (overall cost that include accommodation, food and expenses)
b) one trip without overnight stay (for more than 8 hour trip, to include food and expenses)
Note: transportation costs under UNICEF contract should be refundable as per the actual cost.
