Purpose of the Position
Under the supervision of the Finance Manager, in the Markets, Financing and Strategic Data Unit, Director's Office, coordinates day-to-day work with countries focusing data-driven analysis, budgeting and developing commodity financing plans, especially for health and immunization-related supplies. The Finance Specialist (MFSDU) will perform research and analytical functions related to the following functional areas which may require some distinct requirements:
1) Country budgetary processes and monitoring
2) Research into global macro-economic trends and impact on developmental financing
3) Engaging with Supply Division business units and Country Offices to support supervisor's coordination of work
Key Accountabilities and Duties & Tasks
- Coordinate day-to-day work as part of deliverables for UNICEF Supply Division's activities through the GAVI Business Plan (PEF)
- - Plan and coordinate Country Missions to engage with Ministries of Health and Ministries of Finance, including GAVI graduation missions.
- - Analytical work documenting commodity funding streams, budgets, nature of delay.
- - Assist with management of in-country consultancies examining financing trends.
- - Participation in partner forums and meetings.
- Support work with Country Offices in developing commodity financing plans
- Draft reports and reviews / recommendations of strategic options related to available financing interventions at the Country and Regional levels.
- Leads analysis of existing UNICEF data (including procurement data) to track country spending.
- Identifies internal and external data related to health (and other intervention) financing from various sources.
- Leads analysis of data related to country budgetary (and other) deployment.
- Develops tools to support the monitoring of financing sources and comparing to forecasts to identify issues.
- Coordinates engagement with other Supply Division units to assess anticipated budgetary flows.
- Supports supervisor in the design and preparation of reports based upon original analysis for internal management and evidence-based decision making.
- Leads preparation of periodic reports and summary analysis and document work papers relating to areas of responsibility.
- Publishes work on financing to be circulated internally and also externally (including academic journals).
- Technical specialist for Financing-Related Analyses for Country Offices.
- Coordinates engagement with Supply Division Business Units and UNICEF Country Offices to support increased UNICEF financing-related activities.
- Performs other ad hoc analysis and coordination in related areas as required.
Qualifications of Successful Candidate
Education:
A completed Advanced University Degree (Master's Degree) in Business, Finance or Economics, is required.
Work Experience:
Minimum five (5) years of progressively responsible professional work experience at national and international levels in the area of finance, accounting or auditing, is required.
Experience with Country Ministries of Health and Ministries of Finance, financing or commercial issues relating to health products, and forecasting/trend Analysis, is required.
Languages:
Fluency in English is required. Fluency in another UN language, preferably French, is an asset.
