Purpose of the Position

Under the general supervision of the Child Protection Specialist, contributes to project design, planning, implementation, monitoring and evaluation of programme/project activities, data analysis and progress reporting, including teamwork and capacity building.

Incumbent is responsible for the ongoing contact with local officials and implementation, monitoring and evaluation of programme activities at sub-national level.

Key Expected Results

Recommendations on CRM project implementation, alternative approaches, and optimal utilization of UNICEF resources. Makes recommendations on issues related to UNICEF's work and relation at the sub-national level.

Key Accountabilities and Duties & Tasks

  • Responsible for the representation of UNICEF at sub-national level, including ongoing contact with local officials and facilitation of implementation, monitoring and evaluation of programme activities. Moreover, responsible for monitoring, analyzing and reporting on implementation of the Concluding Observations of the CRC Committee, as well as other relevant human rights instruments.
  • Collect and analyzes data for the Situation Analysis,programme/project planning, management, monitoring and evaluation purposes, with focus on sun-national level. Analyze programme implementation reports and evaluates against established programme recommendations and plans of action. Prepare tables, graphs and other statistical data. Report outcome of analysis and proposes corrective actions.
  • Ensuring intersectoral linkages, assist in developing community participation and social mobilization strategies and facilitate programme implementation, monitor and evaluate assigned projects/outputs under the Child Protection Programme. Analyze and evaluate data to ensure achievement of objectives and take corrective action when necessary to meet programme/project objectives. Assist in the development and introduction of new approaches, methods and practices in project management and evaluation, including Human Rights Based Approach to Programming (HRBAP) and Results Based Management (RBM).
  • Provide technical assistance to government and NGOs in the area of community participation and social mobilization. Assist Government authorities to plan and organize training programmes. Identify training needs and objectives for the purpose of capacity building, programme sustainability as well as advocacy, promotion of participation and social mobilization for children's and women's right at community level.
  • Undertake regular visits to UNICEF project sites, assesses local conditions and resources, and monitors UNICEF inputs. Communicate with local counterpart authorities on project feasibility and effectiveness including monitoring the flow of supply and non-supply assistance.
  • Undertake follow-up action on programme implementation activities, contribute to teamwork building, and prepare relevant reports. Draft changes in programme workplans as required. Attend technical cooperation meetings, prepares notes and undertake follow-up action and coordination related to programme implementation and monitoring. Draft relevant sections of reports (required for donors, management, annual reports, etc.). Assist with resource mobilization for the project, including drafting sections of proposals to donors.
  • Coordinate with country office programme and operations/supply staff on supply and non-supply assistance activities. Assist in identification and selection of technical supplies and equipment. Evaluate and analyze financial and supply reports to ensure appropriateness of documentation, expenditures are within allotments, data is consistent with PIDB. Report to the Supervisor on the outcome of reviews
  • Ensure timely and efficient process of liquidation of cash assistance. Organizes data and information, prepares and maintains records and where necessary design adequate records in consultation with Project Officer to monitor and control the flow and delivery of assistance to project including scrutiny of accounts received.
  • Qualifications of Successful Candidate

    EDUCATION:

  • University degree in Social Sciences, Economics or related technical field.
  • Understanding of human rights treaties monitoring and reporting mechanisms.
  • Understanding of social exclusion and discrimination issues an asset.
  • WORK EXPERIENCE

  • Two years progressively responsible experience in programme management, including development, monitoring and follow up.
  • Experience in communication/advocacy/social mobilisation of civil society in Uzbekistan is an asset.
  • LANGUAGES

  • Fluency in English required.
  • Knowledge of the local working language (Russian and Uzbek) of the duty station is required.
