Purpose of the Position
Under the guidance and supervision of the Senior Adviser, UN Partnerships, responsible to facilitate improved internal communication about UN Joint Programmes with a special focus on coherence and partnerships development; enhance effective participation of UNICEF in UN inter-agency processes at HQ and country office levels through information networking, advocacy, knowledge management on Joint Programmes, fund raising and business processes, and gathering, analysing, and documenting information collected from field office annual reports, network meetings and individual exchanges and queries.
Key Accountabilities and Duties & Tasks
Summary of key functions/accountabilities:
Provide quality assurance and support to various divisions and field offices on issues pertaining to resource mobilization, risk management, contribution management and standard interpretation of UNDG guidance on Joint Programmes.Support training and orientation activities related to Joint Programmes by preparing training and learning materials, participating in training and orientation activities within UNICEF and with other agencies and partners. Assist PPD UN Partnerships Team in raising awareness with COs on new processes around joint funding modalities (guidance, good practices, webinars, FAQs, update Resource Partner Management System).Negotiate, review and clear UN partner agreements and amendments for signature, ensuring compliance with UNICEF rules and regulations. Ensure that partner/Country Office queries are responded to in a timely manner. Support the development of template agreements; share signed agreements and amendments with DFAM for processing in VISION; process extensions in line with standard protocol.Assist PPD and specifically UN Partnerships Team to negotiate distribution of responsibilities/accountabilities around critical fund management aspects such as unspent balances, payment receivables, and reporting issues – financial and narrative.Participate in Joint Funding task team and UN meetings on fund raising for Joint Programmes and provide inputs into UNDG Joint Funding policies and standard operating procedures. Attend external meetings and undertake field visits when necessary to support regional, field office colleagues to ensure good quality planning and programmes for joint funding.Qualifications of Successful Candidate
Advanced university degree in humanities, Social Sciences, International Relations, Social Development or other relevant disciplinesFive years of relevant professional work experience.International and Developing country work experienceFluency in English (written & verbal) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.Competencies of Successful Candidate
