Nepal: National Consultant: for 6 months to update/analyse data in All-In Adolescent Assessment and Decision Making (AADM) tool

Purpose of the Assignment

UNICEF Nepal is committed in moving the All-In agenda forward. As there is an insufficient use of AADM tool, there is a big gap in demographic and epidemiological data on adolescent HIV. The update and use of AADM tool was suggested for assessing the situation of adolescent in the context of HIV at the national and sub-national level, and for identifying bottlenecks. The findings will be used to develop interventions to increase coverage of prevention, testing, care and treatment programmes for adolescents and adolescent Key Populations. Hence, the main objective of the consultancyis to collect and analyse data, and bottleneck analysis based on the AADM tool phase I and phase II.

Assignment Tasks

The consultants will perform the following tasks in AADM tool:

  • Update demographic epidemiology overview of adolescents.
  • Document HIV specific adolescent interventions in the country, for example, HIV testing coverage (15-19), ART coverage for adolescents (10-19) living with HIV, viral suppression of adolescents (10-19), and HIV positive pregnant adolescents receiving ARV for PMTCT.
  • Document coverage of ART among all people living with HIV, by age.
  • Document coverage of key combination HIV prevention interventions among adolescents.
  • Document coverage of HIV-related social and programmatic enablers among adolescents.
  • Document coverage of sexual and reproductive health and other health issues among adolescents.
  • Document coverage of child protection, gender-based violence, social protection, and education issues among adolescents.
  • Document the "enabling environment for adolescent programmes" in the country.
  • Analyse data on adolescent Key Affected Populations (KAP).
  • Bottleneck analysis of adolescent programme interventions

    Submission of 1st field report in electronic format on Adolescent demographic epidemiology

    15 January 2017

    Submission of 2nd field report in electronic format on HIV specific adolescent interventions and ART among all people living with HIV by age, and key combination HIV prevention interventions among adolescents.

    15 February 2017

    Submission of 3rd field report in electronic format on HIV-related social and programmatic enablers among adolescents, and sexual and reproductive health and other health issues among adolescents

    15 March 2017

    Submission of 4th field report in electronic format on child protection, gender-based violence, social protection, and education issues among adolescents; and enabling environment for adolescent programmes

    15 April 2017

    Submission of 05th field report in electronic format on Analyse data on adolescent Key Affected Populations (KAP), and Bottleneck analysis of adolescent programme interventions

    15 May 2017

    Submission of the final report with complete AADM phase I and phase II tool

    30 June 2017

    Working Conditions: The consultant will be based in Kathmandu

    Qualifications of Successful Candidate

    Education: University degree in one of the disciplines relevant to the following areas: Public Health, Medicine

    Years of relevant experience: At least two years of national experience in survey and research

    Competencies of Successful Candidate: Good leadership, communication and negotiation skills both at the national level and at the field level. Experience and ability in partnership programming

    Languages: Good written and spoken English languages
