Job organizational context
Participants of the Oslo Summit for Education Development, held in July 2015, agreed that a dedicated fund or new modality would be established to address the disruption of education and learning in emergencies and protracted crises. Following this, Education Cannot Wait – a Fund for Education in Emergencies ("the Fund") was launched at the World Humanitarian Summit in May 2016. Hosted and administered within UNICEF, the interim Secretariat is responsible for implementing the day to day work of the Fund under the direction of the High Level Steering Group.
Purpose of the Position
The incumbent of this post will provide shared operational support to the Education Cannot Wait Secretariat, consisting of nine staff members, to achieve concrete and sustainable results in education in crisis-affected contexts. The incumbent will be expected to ensure the successful incorporation of procedures and systems and provide quality administrative support to the Secretariat's work.
Key Expected Results
Ensure procedures are followed effectively and efficiently:
Supports the overall administration of the Secretariat by providing substantive administrative and budget support in managing priorities and work flow of the Secretariat.Provides assistance in planning and coordination of operations and financing activities of the Secretariat.Coordinates and monitors multiple and diverse activities and work processes to ensure that management directives and decisions are properly carried out and products are delivered in a timely manner (e.g. leave and attendance records, travel arrangements, visa applications, equipment purchases, service and supply requisitions, conference room bookings).Monitors and analyses efficiency of the Secretariat work procedures and brings to the attention of the Director the need to update/modify procedures to ensure continuous gains of productivity.Monitors deviation of established procedures to ensure continuous compliance with corporate requirements.Provide executive support to the Director of the Secretariat and High Level Steering Group:
Supports time management and scheduling on behalf of the Director with appropriate consultation as required and effectively prioritizes and resolves related conflicts and competing demands.Brings sensitive and urgent matters to the attention of the Director; screens, prioritizes all incoming correspondence; compiles relevant background documents and references; identifies issues requiring the Director's attention and refers others to relevant office and appropriate disposition; monitors and follows up on action to be taken.Provides support to the High Level Steering Group on meeting agenda formulation, logistical matters, meeting minutes and HLSG/working level liaison information requests.Strengthen information sharing and management:
Supports the Secretariat in presentations for internal and external meetings; researches issues, prepares briefing notes, slides and subject files and gathering relevant documentation.Researches, compiles and summarizes background materials for use in preparation of reports, briefs and speeches.Independently handles a wide range of complex information requests and inquiries; responds or drafts responses to a diverse range of correspondence and other communications.Exercises quality control for all outgoing documents; proofreads and edits text for adherence for format, grammar, punctuation and style.Manages, updates and further develops internal databases; generates a variety of standard and non-standard statistical and other reports from various databases.Provide office management and administrative support:
Supports effective administration of meeting and events organized by the Secretariat.Initiates, monitors and follows up on personnel-related matters of staff.Processes travel requests issued by the Secretariat in line with UNICEF procedures.Supports office accommodation, movement/installation of office furniture and equipment; procures computer hardware/software as recommended by ITSS and approved by the Director.Qualifications of Successful Candidate
Completion of Secondary Education (e.g. High School Diploma) is a minimum requirement.A minimum of six (6) years of progressively responsible work experience in provision of administrative support services is required.Prior experience in administration or programming in development cooperation sectors such as health, nutrition, C4D, education, child protection or gender is highly desirable.Knowledge of administrative systems, policies and procedures used in a UN or other multilateral organization is an asset.Prior experience in managing office processes and events for a fast-paced team with multiple demands is highly desirable.Working knowledge in the Microsoft Suite of Products (including MS Word, MS Excel & MS PowerPoint) is highly desirable.Passing the GGST Exam (Global General Service Test) or UN ASAT in English is required.Non-US candidates must be in possession of an existing US G4 visa or be a US permanent resident/citizen.Fluency in English (verbal & written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.Competencies of the successful candidate:

This new initiative will be hosted at UNICEF Headquarters in New York for its initial launch period of one year.
A process to identify and transfer Education Cannot Wait to a permanent host will be undertaken after the first year and any transfer of the position holder to a permanent host will be subject to negotiation with the position holder and permanent host.
