- JUSTIFICATION/BACKGROUND
UNICEF Child Protection Programme under Global Programme to build capacity to tackle online child sexual exploitation is implementing a programme to support the Public Security Directorate represented by the Family Protection Department (FPD) to setup and ensure proper functioning of the Cybercrime online unit to protect children from sexual exploitation.
Today Internet users are truly worldwide with over 600 million people. According to recent surveys, over 60% of children and young people talk in chat room on a daily basis. Three out of four children are willing to share personal information about themselves and their family in exchange for goods and services, and as many as one in five children could be targeted by a predator each year1. Following the "#We protect children online" summit in December 2014, the UK government mobilized relevant actors to strengthen global efforts to combat online sexual exploitation. A donation of GBP 50 million over 5 years for a Fund for Child Protection was made available. It is in this context that the UNICEF Global Programme to build capacity to tackle online child sexual exploitation is implemented in 17 countries across six regions with regional level engagement and activities at global level. In MENA, Jordan was among the three offices that have received funds from the UK government to roll out this initiative.
UNICEF Jordan supported the development the cybercrime unit at the family protection department with the setting-up the unit with the high forensic digital equipment, and strengthening the capacity of the unit members by arranging two study visits to UK to engage with the UK police and other digital forensic community to learn the new digital forensic tools and other technical aspects needed to earn the technical qualification to analysis the digital forensic evidence. To that extent, UNICEF Jordan support the arrangement of on-site training at FPD by specialized forensic training company to train the unit members about the core skills and tools on using the digital forensic. These TOR defines the needed infrastructure and technical to strengthen detection and response to any form of online sexual exploitation, including sexual abuse and exploitation through Family Protection Department.
- OBJECTIVE AND TARGETS
The objectives of the assignment are to:
Analyse the gaps that are still existing in terms of needed equipment and develop a plan to address gaps that include technical specification of new equipment and capacities needed to develop an effective cybercrime unit at FPD.
Develop three SOPs and related templates in relation to the workflow at the unit for dealing with forensic evidence, the investigation process, and case referrals.
Conduct needs assessment and develop comprehensive training plan need for the unit. Identify companies and firms to conduct the needed training workshops for FPD staff and finalise the contractual agreements and the logistical arrangements with them to conduct training for the staff of the unit.
Present the report with specific recommendations on how to strengthen and scale up good practices to Policy makers.
SCOPE OF THE WORK (WORK ASSIGNMENT)
The consultant will:
Develop a plan to address gaps that include technical specification of new equipment and capacities needed to develop an effective cybercrime unit at FPD.
Identify companies and firms to conduct needed new training and workshops for FPD staff and finalise the contractual agreements with them.
Monitoring the new training workshops that will be provided to the staff of the unit to develop their capacities on operating the unit.
Develop three SOPs to cover all aspect of the Cybercrime unit and arrange for cases review within the Unit
Present the report with specific recommendations on how to strengthen and scale up good practices to Policy makers.
Coordinate the needed logistics for conducting the different training workshops.
Complete any arrangement for training and handover to CCU Manager at FPD by the end of the consultancy.
EXPECTED DELIVERABLES
The consultant will deliver the following in Arabic and English:
Present a report on technical specification of new equipment and capacities needed to develop an effective cybercrime unit at FPD
Develop an end-to-end SOP from the point of exhibit seizure of devices and evidence through to taking the final examination results before the court.
Develop SoP on the investigation process for handling indecent images of children, and case referrals
Develop SoP on Computer\Media Examination SOP
All reports should be submitted in English and Arabic.
Develop training plan based on the training needs assessment and identify the companies, and other logistics needed to conducted the forensic trainings by the selected digital forensic companies ,
Identify companies and firms to conduct needed new training and workshops for FPD staff and finalise the contractual agreements with them.
Monitoring the outputs of training workshops that will be provided to the unit staff to develop their capacities on unit operation by presenting a report after each trainings.
Develop the capacities of the CCU by conducting training on all the developed SOP and best practices on the examination and use of equipment.
Support the unit at the FPD by Coordinating with Digital Forensic Community (Digital forensic companies, Service provider, and organization) to develop a mobile phone conference.
Present the report with specific recommendations on how to strengthen and scale up good practices to FPD.

- OFFICIAL TRAVEL INVOLVED
Yes, travel to and within Jordan to be covered by the consultants based on their proposal.
The contact duration will include two official travels to Jordan which will schedule:
On the month of December 2016 for matter of developing the required SOP and related trainings.
On the month of February, 2017 to monitor and review the cases in the unit.
ESTIMATED DURATION OF THE CONTRACT AND PAYMENT SCHEDULES
It is expected that contract will be till March 2017.
Payment is contingent on approval of UNICEF Chief, CP and will be made in three instalments.
30 % will be paid upon spending 5 days in Jordan working with the Internet Watch Foundation and FPD to develop understanding of how we deal with CSE cases. End of December, 2016.
20 % will be paid upon to develop a training plan and links within the Digital Forensic Community and develop best practise. End of December, 2017.
20 % will be paid upon conducting a training on the SOP and on the use of equipment and the structural requirements for the proper functioning of the unit. By end of January,2017
30 % will be paid upon the final report by End of March, 2017.
DESIRED QUALIFICATIONS, SPECIALIZED KNOWLEDGE OR EXPERIENCE
Advanced university degree in Computer Science, Law, Social Sciences, Public Administration or other related fields.
3-5 years’ experience of work in protection, organizational development and reform.
Proven previous experience in working with security forces and/ or government or non-government organizations.
Proven knowledge on the International Human Rights law and international standards of working with children and women.
Experience in with working with governments and/or NGOs’ social welfare staff;
Knowledge of the Child Protection Laws, UNCRC and other relevant conventions and international regulations on child protection is an asset;
Excellent English and Arabic written and verbal skills;
Proven research and analytical skills and developing written material;
Proven experience in developing training manuals and training;
9.PERFORMANCE INDICATORS FOR EVALUATION OF RESULTS
Timeline of assignment: upon signing of the contract and the quality of the following deliverables:
First draft on initial findings of review and alignment with international standards and presentation of findings
Submitting the draft final report on setting up the Cybercrime unit
Final reports in English and Arabic and final presentations delivered
Submit a final report in English and Arabic on SOPs.
Training plan for FPD personnel on the new SOP and the new unit functions
FREQUENCY OF PERFORMANCE REVIEWS
3 meetings with UNICEF to discuss progress and challenges and close coordination and regular meetings with FPD.

Based on quality of deliverables satisfactory response by the contractor, UNICEF will judge whether initial TOR have been met, otherwise payments should be withheld
