Uganda: National consultant to support the Development of the National Violence Against Children Survey (VACS) Final Report, NOD, Kampala, Uganda

For 70 years, UNICEF has been working on the ground in 190 countries and territories to promote children's survival, protection and development. UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.

Purpose of the Assignment

The consultant will have the paramount responsibility to ensure that the data of the VACS are interpreted according to the national context through a participatory process involving all relevant stakeholders at national and districts levels. The consultant will also ensure that appropriate recommendations for actions are made, taking into account existing initiatives and gaps to address VAC in Uganda. To this end, the consultant will develop the final report of the Uganda VACS, using the data set and preliminary report provided by CDC and through an extensive consultative process with national and districts levels stakeholder. Following the release of the final report, the consultant will use the recommendations to develop a national action plan to address VAC, using the same participatory approach used to develop the report. The national VAC action plan shall be costed and include a monitoring and evaluation framework

The consultant will work:

  • under the supervision of the Child Protection Specialist (UNICEF), the Principle Statistician of the Uganda Bureau of Statistics (UBOS) and the focal person for the VACS in the MGLSD;
  • in close collaboration and with the guidance of the Technical Working Group (TGW) of the VACS and will consult regularly with the Multisectoral Task Force of the VACS, as well as in collaboration with the CDC team in the U.S.A. and in Uganda.
  • Also, the consultant is expected to provide her/his own IT equipment (i.e. computer, internet bundle, and airtime) to undertake this assignment as well as her own transport to/ from work place and meetings.
  • UNICEF and the MGLSD will provide office space to the consultant, as needed.
  • 4. Expected Deliverables and time frame

    The deliverables and time frame of this consultancy shall be as below:

    Develop the first draft of the National VAC Survey final report, incorporating recommendations of the data to action workshop

    First draft of the VACS Final Report

    Lead the consultations with key stakeholders at national level on the draft report (MSTF, districts representatives may be brought in at this stage of the consultations)

    Incorporate feedback from key stakeholders to the draft report and submit final version to MGLSD senior management and top management for approval

    Second draft of VACS Final Report

    10 days

    (5 days for incorporating feedback of national consultation; 2.5 days to incorporate feedback from senior management and top management, if any)

    Based on the recommendations of the report, develop the first draft of action plan to address VAC in Uganda

    First draft of the VAC National Action Plan

    Conduct national and regional/district levels consultations with key stakeholders on the draft action plan to address VAC in Uganda

    Incorporate feedback from national and regional consultations and submit to senior and top management of MGLSD

    Second draft of the national VAC Action Plan including feedback from stakeholders' consultations

    10 days

    (5 days for incorporating feedback of national consultation; 2.5 days to incorporate feedback from senior management and top management respectively)

    Incorporate feedback from senior and top management of MGLSD and finalize the plan

    Final draft of the VAC action plan

    Total duration of the consultancy: 103 days over a period of seven months

    Qualifications of Successful Candidate

    Education

  • Advanced university degree in statistics, public health or related fieldand/or have proficient skills in epidemiology and data analysis.
  • Years of relevant experience

  • Minimum of 8 years professional experience in research and/or policy development in the area of child protection and violence against children;
  • Proven Background/experience in child protection and/or welfare sector;
  • Sound experience and understanding of the Uganda culture and environment, including local and national government structures;
  • Proven experience to work with multiple stakeholders, government, development partners and civil society.
  • Excellent reading, writing, communication, coordination, and reporting skills;
  • Proficiency in English, to include excellent English writing skills;
  • Working knowledge of one or more local languages would be considered as an asset.
