Turkey: SHELTER OFFICER (LOCAL HIRE)

PURPOSE OF POSITION

World Vision is seeking a Shelter Officer to oversee WV’s Shelter activities provide support to the WASH & Shelter Manager on the day-to-day activities in WV Turkey’s office and in field humanitarian interventions in N. Syria. This person will be integral in supporting the WASH & Shelter Manager in developing Bill of Quantities, monitoring field teams, preparing WASH project updates and creating procurement documents.

MAJOR RESPONSIBILITIES

Major Activities

Management

  • Responsible for monitoring, following-up and supervising WV’s shelter, construction activities in Northern Syria.
  • Supervision of contractors and suppliers, ensuring that deliveries take place according to the quality and quantity agreed.

  • Program Implementation

  • Develop a work plan for construction activities with the WASH &Shelter Manager and Grant Manager, and ensure progress and quality in line with donor regulations.

  • To assess the activities undertaken and ensure efficient use of resources in close collaboration with the Grant Manager;

  • Ensure that the marginalized communities, including women participate in each of the project cycle related to shelter.

  • Ensure that all documentation related to shelter activities for works completed, laborers engaged and supplies is completed in a timely manner;

  • Review BoQs and technical documents prior to implementation to ensure feasibility and accuracy of inputs required.

  • Review tender documents and evaluate the technical criteria in relation to the tender bids.

  • Ensure WV’s field operations in Syria are supported in carrying out shelter needs assessments, taking into account the current situation.

  • Involve IDPs in all stages of construction activities, including when the new shelter solution is designed, giving beneficiaries a chance to choose the model and/or recommending minor adjustments which can be accommodated in the budget limits.

  • Coordination

  • Liaise with other NGOs/Civic Council/ authorities/ donors to ensure coordination, consultation and works approval.

  • Represent World Vision at interagency coordination meetings and participate in all Shelter related meetings.

  • Communication

  • Daily communication with the field staff and/partners on the field.

  • Prepare weekly report on construction/rehabilitation progress and any challenges/delays in work plan.

  • Program Development

  • Identify gaps with a view to generating ideas for future projects with strong beneficiary impact.

QUALIFICATION

  • Degree in Civil and/or architecture engineering, construction.
  • Minimum 3 years of professional work experience in managing shelter programs.
  • Must be fluent in spoken and written English and Arabic.
  • Experience working in the Humanitarian field in challenging field locations.
  • Experience in networking and coordination with NGOs, UN and authorities.
  • Able to use computer MS Applications (word processing, spreadsheets etc.) for reporting and monitoring data collection and AutoCAD drawing software
  • A minimum of 2 year experience in Civil engineering, water and sanitation infrastructures, operation.
  • Project management skills
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with staff and other stakeholders.
  • Experience with preparing BoQs and technical designs drawings for new constructions.
  • Experience overseeing implementation of construction projects by external contractors, including quality checking.
  • Cultural sensitivity and adaptability.
  • Ability to work with a reasonable level of comfort in high tension and high security risk situations.
  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardships.
  • Demonstrates openness and transparency.
  • Ability and willingness to travel between Syria and Turkey – 10% travel
