Purpose for the job:

Reporting to the Director of PPD, the Director of the Brussels Office is responsible for representation, resource development, advocacy, programme co-operation, and partnership building with the European Union.

  • Represent UNICEF with EU Institutions particularly, the EU Council, EU Commission and European Parliament to advocate for children's issues on the basis of the CRC, as well as for UNICEF policies, programmes and initiatives;
  • Strategic engagement and policy dialogue on Framework Agreements covering development and humanitarian portfolios;
  • Advise and provide technical support to Regional and Country Offices on strategic positioning, relationship management, and development of cooperation proposals with EU Delegations;
  • Lead a strong and output driven team to raise UNICEF's profile in the European Parliament and with EU partners;
  • Maintain effective relations with Member States in Brussels including with France, Belgium and Luxembourg, which the Brussels Office helps to backstop from colleagues in PPD NY.
  • Minimum Requirements:

  • Advanced university degree preferably relating to international development co-operation.
  • Thirteen years of external relations experience in a senior managerial capacity at an international level, diplomacy, negotiations, and international relations. Working experience in UNICEF or within the UN system is a considerable advantage. Working experience in developing countries essential.
  • Fluency in English and French is required. Knowledge of other European languages an asset.
  • Strong representational skills with an ability for public speaking is essential.
  • Ability to orchestrate global interactions with a diversity of partners within the EU and UNICEF offices at political and policy levels in positioning UNICEF as a partner of choice for the EU institutions.
  • Solid knowledge of UNICEF priorities and policies along with related implementing programmes in a variety of regions and countries.
  • Person Profile:

  • High level of leadership, analytical and negotiation skills.
  • Ability to articulate and conceptualize ideas and influence policies, strategies and priorities.
  • Strong problem solving capacity.
  • Ability to work in a multi-cultural environment and establish harmonious and effective working relationships within the office as well as with both internal and external partners.
  • Knowledge of current trends and practices in a specialized field of UNICEF work.
