World Vision is an international Christians Humanitarian Organization working with the poor and oppressed to promote human transformation and seek justice. Our Cambodia Office is seeking a Consultant (national or international) to develop a Khmer-language version of a literacy assessment instrument called STAR (School-based Test to Assess Reading).
THE HISTORY AND PURPOSE
World Vision International has recently shifted from using FLAT (Functional Literacy Assessment Tool) to the use of a tool called STAR (School-based Test About Reading), to measure its global Child Well Being Target 4: Increase in children who can read by age 11. Therefore, WVI-Cambodia has need of a Consultant with Khmer and English language expertise, and experience in developing tools for assessing reading skills for early grade students, and experiences using EGRA (Early Grade Reading Assessment) to produce two high-quality STAR test instruments.
MAJOR RESPONSIBILITIES
Develop draft STAR instrument (may require direct communication with WVI staff in the Global Centre).
Produce Khmer-language guidelines for administering STAR.
Test the draft instrument/s; revise based on results from field testing.
Train WVI-C staff in administration of STAR.
Sample the STAR in 10-20 schools; revise if necessary. Finalise 2 STAR instrument/s.
Provide support for putting STAR test into Tangerine software.
Short training & field test to check inter-rater reliability.
Provide coaching for WVI-C EdLS team staff in all related process of instrument development & administration.
III.REQUIREMENTS:
Minimum of a BA degree in an education-related subject; a Master’s degree is preferred.
A least 5 years experience working as a classroom teacher.
Experience in planning and conducting teacher training.
Demonstrated high level of ability in both Khmer language and English language (written & verbal).
Experience directly working with staff of the Ministry of Education, Youth, and Sports (MoEYS).
Experience in utilizing the EGRA instrument in Cambodia.
Knowledge of the early grade reading environment in Cambodia.
Highly developed interpersonal skills.
Willing to travel to the remote areas for field testing.
Duration: The duration of the consultancy service is a maximum of 26 Working Days. Work must commence in December, 2016 and be completed by 28 February, 2017. Payment will only be rendered upon completion of the entire consultancy.
