Montenegro: Individual National Consultancy - Education and Youth Consultant

The purpose of the consultancy is to provide technical support and administrative assistance in the implementation of programmes that fall under Quality Education and Adolescent Empowerment component. Under the general supervision of the Education (Youth) Officer, the consultant is expected to support the programme in its fulfilment and monitoring of results in support of these programme and policy goals:

a) Expansion of early childhood education,

b) Enhancing inclusive education practices,

c) Expansion of programmes aimed at developing social and emotional skills, and other elements of the reforms that aim to boost the quality of education at all levels;

d) Developing policies and services which promote and/or enable adolescent development, adolescent participation,

e) Effective implementation of the agenda set forth by the Youth Innovation Lab, including innovative skills building and the use of approaches such as gamification, social innovation, design thinking, etc. to attain the goals of the programme component, and

f) Overall support to programme management, monitoring, data collection and evaluation.

The Consultant is expected to have the following qualifications/specialized knowledge/experience required to complete the task:

  • University degree in education, social sciences or related disciplines such as public administration, political science or social policy. Advanced university degree would be an asset.
  • Minimum one year of professional work experience at national or international level on areas of education reforms, youth policies and programs, human and child rights. Experience working in the UN or other international development organization is an asset
  • Capacity to research, evaluate and synthesize information.
  • Ability to work under pressure and meet tight deadlines.
  • Strong interpersonal skills – ability to create partnerships and work as a member of a team
  • Excellent communication skills in English and Montenegrin
  • Fluent in written and spoken English and Montenegrin
  • Excellent computer skills
