Zambia: Development of the Case Management System - International Consultancy (Open to Non Zambians Only)

Purpose of the Assignment

To develop a standardised case management system, including various tools for use in child care facilities and by district social welfare officers in maintaining up to date records for all children in Child Care Facilities.

To develop Standard Operating Procedures for operationalising the Case Management and Alternative Care Regulatory Framework within Department of Social Welfare Officers and in Child Care Facilities.

Assignment Tasks

The specific tasks of this consultancy will include:

  • Review existing case management system (including tools) being used by District Social Welfare Offices (DSWOs) as well as in the 23 child care facilities as reported by the 2016 Nationwide Assessment of Child Care Facilities in Zambia.
  • Jointly with MCDSW, develop and/or strengthen the existing case management system for use by district social welfare officers and CCFs in capturing information on children in institutional care from case open to case closure.
  • Develop a case management toolkit containing the tools, forms, and reporting templates for use by district social welfare officers and child care facilities in working with children in need of care from case opening to closure, including for linkages to the wider case management system/child protection system.
  • Develop SOPs to operationalise the case management system for DSWOs and CCFs working with children in child care facilities as well as children in need of family based alternative care.
  • Based on the Alternative Care Regulatory Framework, develop SOPs for DSWOs to operationalise the Minimum Standards of Care for Child Care Facilities, Family Tracing and Reintegration Guidelines, Foster Care Guidelines and Adoption Guidelines.
  • Expected Deliverables

    1. Inception report produced in 1 weekincluding:

  • Description and assessment of identified case management tools that are being used by both DSWOs and CCFs:
  • List of new case management tools that are being proposed to strengthen the case management system ate DSWO and Child Care Facilities (CCF) level
  • A detailed plan for developing the case management system and SOPs
  • 2. Finalised Inception Report capturing feedback from Children In FamiliesWorking Group on the inception report produced in 2 days.

    3. Jointly with Ministry of Community Development and Social Welfare,case management system draftedwith all the relevant tools in 4 weeks.

    4. Case management system and all accompanying tools presented. Stakeholder feedback and comments captured within 1 week.

    5. Case management system finalised with a complete toolkit for District Social Welfare Officers and Child Care Facilities submitted within 2 weeks.

    6. Case management system with a complete toolkit (Hard and Soft Copies) approved in 1 day.

    7. SOPs draftedon approved case management system, Minimum Standards of Care for CCFs, Family Tracing and Re-unification (FTR), Foster Care and Adoption guidelines done in 4 weeks.

    8. Stakeholder Feedback and comments on the Draft SOPs on approved CMS, Minimum Standards of Care for CCFs, FTR, Foster Care and Adoption guidelines presented within 2 days.

    9. Presentation of draft SOPs on approved case management system, Minimum Standards of Care for CCFs, FTR, Foster Care and Adoption guidelines. Stakeholder feedback and comments captured within 1 week.

    10. Finalised SOPs submitted within 1 week.

    11. Approved SOPs (Hard and Soft Copies) submittedwithin 1 day.
