Senegal: Consultancy - Field support - Capacity building, monitoring, and evidence generation on protective learning environments (EIE) in Lake Chad Basin (Nigeria, Niger, Chad, Cameroon) - WCARO

Purpose of the Assignment

To provide quality field support, capacity building, and technical assistance to 4 country offices in Lac Chad Basin EIE operations:

Specific objectives:

  • To train existing teams of Master Trainers and Teachers in (Niger, Nigeria, Chad) on the WCARO PSS/CDRR package
  • To provide in-classroom coaching and technical support to UNICEF Country Office and MOE Focal Points for the collaboration between teachers and community based child protection mechanisms in the identification of risks/hazards affecting children/teachers, the solutions to address those risks through quality school emergency preparedness and response plans.
  • To train MOEs and focal points and coordinate the data collection on protective learning environments in a small sample of (5) schools per country (phase 1 and 2)
  • To provide overall field monitoring during specific missions, on the progress of the ECHO COP program (Education) in country.
  • Assignment Tasks

  • The consultant(s) are expected to deliver capacity building missionsThe capacity building consist in delivering a standard (WCARO) PSS & C/DRR in the classroom training package to an existing Team of Master Trainers (MTs) (5 days) and to then support these trainers to facilitate the same training for a large group of teachers (around 200):
  • – The PSS part of the training (2.5 days) enables teachers to deliver curriculum subjects through simple PSS activities. The teacher is guided through a reflection on the healing opportunities (of using the specific activity), possible adaptation for various curriculum subjects, challenges and recommendations
  • In coordination with the COs, WCARO has a calendar of field support missions (February-July and September-November) during school opening periods.
  • The C/DRR part of the training (2.5 days) enables teachers to conduct a participatory risk assessment (of hazards affecting children and teachers in school and on the way to school), a risk prioritization, and to write a school emergency preparedness and response plan.
  • The consultant(s) are expected to provide in-classroom coaching sessions to teachers in targeted schools
  • After receiving the training in PSS and C/DRR teachers will be requested by the regional Education authorities to produce School Emergency Preparedness and Response Plans. In this phase WCARO will support the 4 COs with field based technical assistance.

    The calendar of coaching and technical assistance has been already planned with the 4 country offices. There may be variations due to insecurity.

    The consultants will accompany the CO focal point (EIE specialist) and a few identified master trainers and MOE key representative (regional) to 5 -10 schools per week to support the draft, finalization or implementation of school emergency preparedness and response plans.

    WCARO EIE specialist, in close coordination with the IM specialist will map the progress against the 'school plans' indicator of the Children of Peace project, and plan the coaching missions accordingly.

  • The consultants are expected to support the protective learning environment study
  • The Phase 1 of the study was conducted in Chad. Between February and October 2017 WCARO plans to complete phase 1 and phase 2. The consultants are expected to facilitate this phase of the capacity building, and to coordinate the data collection and data entry (similar to needs assessment) in very small sample of schools (5).

    The data needs to be clearly entered and roughly analysed to produce a preliminary analysis of finding. During the field mission these preliminary finding will be presented to relevant government counterparts and partners (i.e. Cluster).

    The data will be transferred to a WCARO consultant (researcher) for manipulation of qualitative information and report writing.

    The role of the consultant(s) in these missions is multifaceted:

  • To support the planning of these interventions under the leadership of WCARO EIE specialist and CO (i.e. ensuring accurate transmission of information on training/research materials to be prepared or photocopied, advise on the choice of training/research location, collecting information on security, follow up on the multi-sectoral participation in the training/research – i.e. that child protection and radio partners attend TOTs and teacher training, or that a women and men are equally represented in a team of researchers).
  • To deliver the training of trainers (TOT) and ensure that all issues are well understood by trainers. If the Master Trainers do not feel prepared to deliver the training (C/DRR part) to teachers some extra coaching sessions may have to be organized
  • To coach and monitor the Master Trainers while they deliver the teacher training In particular the C/DRR part of the cascade will require active coaching, adjustments by the consultant. During and at the end of the training days the consultant will meet the MTs for coaching, feedback and planning sessions.
  • To accompany the CO focal point to meeting with government officials and other authorities (Governor, Regional Delegate of Education), to brief about the purpose of the training and to raise some points on school safety and others on behalf of WCARO
  • In the PLE study a summary of preliminary findings will have to be compiled in a PPP and presented to government.
  • To prepare a training report with relevant documentation (to be annexed to the trip report)
  • To debrief on the training outcomes with relevant assigned focal points in the CO (multi-sector) and WCARO (Children of Peace team)
  • Expected Deliverables

    Both consultants will conduct the training in Chad from 5 to 16 February and receive a handover/coaching by WCARO on the methodology.

    The consultant (1) (Anglophone with basic knowledge of French) will engage in field support from 5 February to 19 May for a total of 83 working days.

    Qualifications of Successful Candidate

    Education

  • Advanced University degree in social sciences, education, political science
  • At least 6 years' professional experienced in the area of humanitarian assistance, including in conflict areas
  • Years of relevant experience

  • Experience interacting with government in humanitarian contexts (Education, child protection)
  • Experience in needs assessments data collection, focus group discussions, capacity building in the field
  • Previous experience in conducting research in conflict-affected areas and ethical research involving children and youth would be an asset
  • Knowledge on psychosocial support principles and practices
  • Knowledge of the WCARO PSS and C/DRR training package for protective learning environments would be an asset
  • Familiarity with the WCA Safe School strategy and principles for Education/Child Protection programmatic convergence
  • Knowledge and experience of the applications of INEE Minimum Standards and guidance would be an asset
  • Excellent speaking and writing skills in English, and French
