Background:
UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential. The UNICEF staff and experts/consultants should act in accordance with the UN Code of Conduct and UNICEF Mission.
In Kazakhstan UNICEF and EU are implementing a joint (2014-2017) Action 'System for Justice for Children and Child Rights Improved' (hereinafter Action) to support the Government in establishing a comprehensive child-friendly justice system aligned with international standards. The specific objective of the Action is to support system reforms towards more effective Justice for Children focusing on the rights of children in conflict with the law and victims and witnesses of crime. Specific activities of the Action with purpose of demonstrating innovative child sensitive approaches are being implemented in selected regions: East Kazakhstan, Mangystau, Kyzylorda oblasts (pilot regions).
The involved expert will provide expertise on implementing of the Action in piloting regions. Overall, the results will contribute to implementation of the Country programme Action plan signed between Government of Kazakhstan and UNICEF in Kazakhstan.
Purpose of the Assignment
The overall purpose of the assignment is to provide expert support to UNICEF Country Office in achieving country programme results in areas of Justice for Children and implementation of the Action, namely:
The consultancy is based on 2016-2017 Work Plan (WP) with MOES, MOI, MHSD and the Commissioner for Human Rights and the UNICEF-EU Contribution Agreement No. 343-566 'System for Justice for Children and Child Rights Improved'.
The expert will perform his/her duties in line with UNICEF standards and procedures.
Duty station: Ust-Kamenogorsk, East Kazakhstan Oblast with frequent travels within the regions.
Type of employment: Office-based, full time.
Assignment Tasks
1. Undertaking Action related activities with local Implementing partners and local authorities in EKO, Mangystau and Kyzylorda regions under Indicative Action Plan of joint UNICEF-EU Action 'System for Justice for Children and Child Rights Improved'.2. Providing technical expertise and recommendations on functioning of diversion center in EKO, community-based alternative justice center in Kyzylorda Oblast, victim and witnesses support center in Mangystau Oblast. 3. Monitoring implementation of activities under PCAs with implementing partners in 3 regions. 4. Providing support to local police and juvenile courts in 3 regions on establishment of child-friendly environment in accordance with international practice and recommendations of UNICEF international experts. 5. Providing assistance to UNICEF in coordinating visits of national/international consultants, support in conducting studies, evaluations, data collection within justice for children system development in all oblasts.6. Contributing and providing inputs and recommendations to the Implementation guides of community-based centers, Justice and VAC KAP Reports, progress and final reports to donor, other thematic purposes
Expected Deliverables
The exact schedule of activities will be agreed with the expert based on the Action plan developed for joint EU-UNICEF extension period.
Monthly reports in English will be submitted along with request for payment prior to 28th day of the reporting month.
Qualifications of Successful Candidate
Education: University degree preferably in Law, Social science, Public Administration and/or other education related to the project's goals
Years of relevant experience:
At least 5 years of practical experience in child protection, administration of projects.•2 years of practical professional work experience with international organisations. •Excellent management skills; good communication, writing and interpersonal skills.•Analytical skills and ability to fulfil administrative, logistical, monitoring support. •Proven good knowledge on child rights, current political and social trends and social reforms in Kazakhstan. •Excellent knowledge of English and Russian languages. Knowledge of Kazakh is an asset.
Other skills and attributes:•Networking, advocacy and negotiation. •Proven ability to innovate, plan and execute ideas as well as transfer knowledge and skills. •Advanced computer skills.
