Purpose of the Position

Under the guidance of the Chief of Section L-4, responsible for the design, formulation, management, execution, monitoring and evaluation of child protection interventions related to behavioral change and social mobilization strategy, plan of action and policy and institutional development of child protection programme activities to ensure overall efficiency and effectiveness of the programme management, delivery and accomplishment of programme goals and objectives.

Key Expected Results

  • Analyze existing information and data on child protection issues for advocacy; undertake policy dialogue with Government; and design of strategies and programme formulation. Identify gaps and devise ways to overcome them. Work closely with partners to organize and manage the formative research, development, pre-testing and production of culturally relevant communication materials. Keep Chief of Section, Deputy Representative and relevant programme staff abreast with new developments and emerging issues related to child protection.
  • Collaborate with partners and UNICEF staff responsible for advocacy and communication to develop effective behavior change and development policy, strategy and plan of action aimed at bringing about change in social and individual norms, attitudes, behaviors and practices related to and child protection. Responsible for their planning, implementation, monitoring and evaluation. Work closely with programme staff to ensure inclusion of relevant advocacy and service delivery activities for vulnerable groups in existing and new projects in other programme areas.
  • Help build strategic partnerships with senior government officials, NGOs, the private sector, UN agencies and young people in order to promote new positive norms to ensure a protective environment for children. Collaborate closely with key stakeholders to forge strategic alliances to address sensitive issues (Early Marriage, Female Genital Mutilation/Cutting, and Violence against Children).
  • Provide technical guidance to UNICEF programme staff and partners in the area of programme communication. Plan and organize training and orientation activities for government and NGO personnel, community leaders and other target groups as appropriate. Contribute to capacity building efforts of UNICEF programme staff and partners in the area of Human Rights Based approach to programming, and participatory and behavior change programme communication.
  • Assist in defining child protection strategies with other programmes based on UNICEF's comparative advantages in the country. Strengthen inter-sectoral linkages through protection lenses within the child protection and HIV programme as well as with other UNICEF programmes (Education, Child Survival, Social Policy and Communication) in order to ensure optimal outcomes. Improve efficiency and cost-effectiveness through coordinated activities.
  • In line with the UNDAF framework, ensure coordination and collaboration with other institutions and organizations to help develop effective systems to monitor and evaluate national and sub national efforts in the development and strategic use of communication for social development in the area of child protection. Prepare country programme documentation, develop funding proposals, draft donor reports and analyses as required.
  • Carry out field assessment visits for evaluating the effectiveness of UNICEF-assisted interventions, identifying problems and proposing remedial measures. Prepare monitoring and evaluation reports, exchange findings, experiences, lessons learned and new methods with partners.
  • Supervise/monitor the management of cash and supply assistance, budget reviews and maintenance of ProMS data.
  • Qualifications of Successful Candidate

    Education

    Advanced university degree in social sciences such as anthropology or sociology , with emphasis on strategic communication planning for behaviour development, social mobilization, participatory communication, and research.

    *First university degree with additional two-years ofrelevant work experience is acceptable in lieu of anadvanced university degree.

    Work Experience

    A minimum of 5 years of progressively responsible professional work experience at national and international levels in the development, implementation, management and evaluation of social development programmes, including several years in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programmes.

    Research experience as well as programme communication on sensitive issues are an asset.

    Child Protection experience is an asset.

    Language

    Fluency in English required and knowledge of Arabic language is an asset.
