Work Assignment:
Under the supervision of Chief of Communication, the consultant will provide cross-sectoral technical support in Communication for Development (C4D) planning and implementation; partnerships for social mobilization; capacity building of partners; and monitoring and evaluation of C4D plans.
The consultant will perform the following tasks:
20-28 February: Initial briefings with supervisor, C4D officer, programme sections, and partners; develop personal work plan for consultancy period.
1 March – 15 September (to run in parallel):
Baseline survey on awareness and attitudes across programme areas: Coordination and facilitation of field work; analysis of baseline survey results; presentation on results and recommendations; facilitate partner endorsement and disseminationEarly Childhood Development: Provide technical support for the implementation of parenting education strategy; Develop C4D plans in support of Early Childhood DevelopmentInclusive Education: Develop C4D plans in support of on inclusive education, with a focus first on migrants, followed by children with disabilities; (including C4D inputs to "A Fair Chance for Every Child" equity awareness-raising campaign when focusing on inclusive education)Child Protection: Develop C4D plans in support of Child ProtectionComprehensive Sexuality Education: Support C4D planning and provide technical support to MoE on Comprehensive Sexuality EducationCapacity building of partners: Develop C4D capacity building plans for selected partners across programmesChild Support Grant: Provide technical support on the design of manual and communication materials to promote CSGTimeline of activities: Develop a timeline of C4D activities for 2017-2018 across programmes
16-30 September – Finalization and delivery of C4D capacity building plan for programme partners; Wrap up; delivery of final report and handover
The consultant will be expected to deliver the following products:

Qualifications or Specialized Knowledge/Experience Required:
Thai national.Excellent command of written and spoken English and Thai.University degree in the social/behavioural sciences, (Sociology, Anthropology, Psychology, Health Education) with emphasis on strategic communication planning for behaviour development, social mobilization, participatory communication, and research.Minimum two years of relevant professional work experience in the planning and management of social development programmes, with practical experience in the adaptation and application of communication planning processes to specific programmes.Knowledge of current developments in the fields of communication theory, motivational psychology, adult learning theory, indigenous media, community organization and participation, strategic communication planning, behaviour analysis, formative research and evaluation of communication interventions.Knowledge of inter-disciplinary approach in programme development and implementation in programme communication, social mobilization and behavioural change.Knowledge of and skills in programme communication networking, advocacy and negotiation.Knowledge of community capacity building.Computer knowledge, skills and practical experience, including internet navigation, network, telecommunications and various office applications.
