Playing an upstream role as the leading advocate for child rights, UNICEF aims to engage diverse stakeholders and key influencers on children's issues to urge them to take action for children with the larger aim to foster policy and social change for children. The development and dissemination of knowledge products is a central component of UNICEF Advocacy Strategy.
Justification
In line with the communications strategy for the Tanzania Country Office (TCO), the Communications Advocacy and Partnerships (CAP) section seeks a consultant to strengthen its ability to enhance partnerships for advocacy. The consultant will perform specific tasks related to the formulation and finalization of management products and the development of specific partnership platforms, to support the achievement of CAP overall objectives.
Specific Tasks
Execution and management of planned activities/initiatives for communication, advocacy and partnership-building:Assist supervisor in executing work plan for ongoing civil society partnerships with youth groups, parliamentarians, faith leaders, corporate houses and leaders etc. including events, briefing sessions etc.Maintain a comprehensive list of key elected representatives and their coordinates.Regularly monitor and track progress, and provide partners with more information, when required.Produce quality content specific to the activity/initiative.Provide inputs to support integration of new partners/stakeholders/platforms in planned activities/initiatives to boost efforts.Develop and formalize ToRs for vendors, as per requirements.Perform various administrative and operational tasks to ensure planned activities/initiatives, and deadlines are met.Provide support, including minute taking, reporting and maintaining all partner- and activity-related documents.Knowledge material development: with technical guidance from programmes, develop materials and other content for partners.End products and other deliverables

Methodology
The Consultant will work under the Supervision of the Chief of Communication, Advocacy and Partnerships. The Consultant will be expected to work independently and liaise with the relevant Sections and Sections Chiefs to ensure the development and completion of knowledge products, events, campaigns, agile media interactions and impact measurement activities led by the Communication, Advocacy and Partnership team. The nature and timing of specific deliverables will be determined in consultation with the Supervisor.

The consultant will provide monthly reports on the execution of activities planned with the Supervisor. He/she will participate in weekly planning meeting with the Section.
Expected background and Experience
Master's degree in relevant field, with at least 5 years of professional working experience in communication, advocacy and partnership-building;Good understanding of UNICEF policies, country programming as well as excellent understanding and practice of UNICEF communication standards & policies;Ability to work independently and to produce high quality deliverables under tight deadlines;Excellent communication skills, including strong English writing skills;Ability to work in a multicultural environment.Familiarity with the Tanzanian context.General Conditions: Procedures and Logistics
The Consultant will work within UNICEF office.The consultant will be provided with an office computer and office supplies.Ad hoc travel might be required for office purpose. Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.For international consultants outside the duty station, signed contracts must be sent by fax or email. Signed contract copy or written agreement must be received by the office before Travel Authorisation is issued.No consultant may travel without a signed travel authorisation prior to the commencement of the journey to the duty station.Unless authorised, UNICEF will buy the tickets of the consultant.
