1.Introduction/ Background

World Vision Bangladesh leads the implementation of the 5-year, USAID-funded Nobo Jatra - New Beginning, a Development Food Aid Program (DFAP) in partnership with the World Food Program (WFP), Winrock International (WI), and with the Ministry of Disaster Management and Relief (MoDM&R). Nobo Jatra is designed to improve gender equitable food security, nutrition and resilience in 4 Upazilas of Khulna & Shatkhira Districts of Bangladesh.

2.Context:

Gender equality cannot be achieved without the involvement of men and boys. Working with men and boys to address harmful gender attitudes and promote their engagement in caregiving is critical to preventing gender-based violence and promoting positive family relationships.

Based on World Vision’s successful experience with the MenCare global fatherhood campaign in Sri Lanka, India, and Armenia, Nobo Jatra is planning to pilot this MenCare approach in its intervention area in Bangladesh.

Nobo Jatra has conducted a gender analysis that aims to inform the development, adaptation and piloting of the tool, including appropriate composition of the groups, themes, and areas for youth integration.

3.Implementation:

Nobo Jatra will pilot men’s groups using participatory dialogue and reflection sessions aimed at transforming gender norms as a vehicle towards gender transformative change.

4.Expected Outputs:

WV Bangladesh seeks a partnership with an organization with experience developing and rolling out men’s groups including capacity building of staff in gender transformative programming. The specific scope of work includes:

  • In collaboration with WVB’s gender staff, carry out formative research, including conduct key informant interviews (KIIs) and focus group discussions with local government officials and education professionals, fathers, mothers, male and female youth.

  • Conduct training for WV Bangladesh staff and facilitators.

  • Develop and field-test module to systematically engage men and fathers in caregiving, and support equitable gender relationships in the home

  • Develop a community engagement plan and a campaign strategy.

  • Develop a monitoring and evaluation framework to measure the degree of changes as a result of the interventions.

5.Potential Themes:

WV anticipates that themes for discussion groups will include:

· The promotion of shared decision-making around household budgeting and investments, agricultural production/ income generation activities/ employment, food purchases, intra-household food distribution, and mobility.

· The promotion of an equal division of caregiving and domestic tasks between fathers, mothers, and other family members;

· Improving and supporting healthy relationships within families that support gender equality and non-violence; and

· Improving men and women's understanding of how gender inequality supports the institution of early marriage, impacts relationships between men and women, and prevents women’s inclusion in social or productive activities.

6.Timeline:

The entire work will be completed within no more than 1**80 Calendar Days** from the date of contract signing with WVB
