Purpose of the Position

Under the overall guidance and direction of the Chief, HIV/AIDS Section, the incumbent will provide guidance and technical support on section planning and results based and resource management, including monitoring of performance indicators. The function is managerial and responsible for finance management, with a very strong inter-agency dimension, particularly in the UNICEF's relationships with UNAIDS and the co-sponsors and monitoring of Unified Budget Results and Accountability Framework results and budget. Specific objectives and daily activities are articulated within the inter-division workplan at NYHQ. The incumbent is responsible for providing authoritative advice/interpretation of internal policies and procedures to apply to overall management of the planning, finances and operations of the HIV/AIDS inter-divisional team.

Key Accountabilities and Duties & Tasks

1. Section work planning and monitoring

  • Develop, implement and manage annual HIV/AIDS workplans and budget in consultation with the HIV team and PD Programme Support Unit and in line with UNICEF Regional Offices' compacts and UNAIDS Unified Budget, Results and Accountability Framework.
  • Coordinate inputs to the annual work planning for the HIV inter-divisional team and related monitoring andreporting on results and budgets.
  • Manage and monitor HQ/RO compacts.
  • 2. UNAIDS and co-sponsor partnership coordination

  • Network with contacts at the UNAIDS secretariat and the cosponsoring organizations to leverage responses and results for children and adolescents and to encourage synergy and joint responses in accordance with the UNAIDS Unified Budget, Results and Accountability Framework.
  • Support coordination of contacts and the partnership with UNAIDS Secretariat, cosponsors and the Committeeof Co-sponsor Organisations.
  • Prepare regular updates and information sheets on the UNAIDS joint programme activities.
  • 3. Financial Management

  • Support the Chief of section in managing, monitoring, and reporting on section finances for HIV activities andprovide financial status reports.
  • Provide leadership and oversight in decision on funding of programmes, quality and acceptability ofdocumentation and reporting for submission to governments, management at HQ, the Executive Board and donors.
  • Convene meetings to identify and monitor work plan activities with all programme leads, including activities inregions and countries funded by HQ.
  • Oversee the preparation and monitoring of UNICEF component of the UNAIDS Unified Budget, Results and Accountability Framework (UBRAF). Provide guidance to regional and country offices on UBRAF and other processes.
  • Supervise the resource mobilization specialist and oversee management and reporting on project grants.
  • 4. Resource Mobilisation

  • Provide leadership and oversight in decision on funding of programmes, quality and acceptability ofdocumentation and reporting for submission to governments, HQ, Executive Board and donors.
  • Supervise and provide oversight to the resource mobilization specialist to identify and quantify budget gaps;identify opportunities for resource mobilization and avenues for fundraising working closely with the advocacy specialist, PPD and PFP.
  • Support the Chief of Section in setting targets for planning fundraising and following up on fund raising activities
  • Working with the resource mobilization consultant, PPD and PFP, maintain donor contacts, represent the Chief of Section at donor meetings and briefings. In cooperation with relevant UNICEF offices and partners, develop funding proposals, MOUs and agreements to support government, civil society and private sector efforts to scale-up action for fundraising efforts.
  • Develop strategies and plans for resource mobilisation and long-term financial goals.
  • 5. Human Resources

  • Manage the recruitment for staff and consultants to optimize achievement of the results set out in administeringthe Strategic Plan and the HIV programme workplan.
  • Enhance HIV/AIDS Section's capacity to support workplan activities and make efficient use of human resourceswithin the strategic view of the organizational review by addressing staff performance and development.
  • Identify budget gaps and define resource mobilisation strategies.
  • 6. Internal Communication

  • Manage and regularly adapt the information flow of internal communication within the Section as well as theextended team and Regional Offices to maximize impact and efficiency.
  • Qualifications of Successful Candidate

  • Advanced University Degree in relevant field, e.g. MBA, Finance, Economics, Social Sciences, and Psychology, Public Health or related degree. Current expertknowledge of latest developments and issues related to HIV and AIDS an asset.
  • At least 8 years of solid experience at national and international levels in relevantprogramme formulation, design, management and evaluation with emphasis onstrategic planning.
  • Fluency in English (written and verbal) is required. Knowledge of an additional UN language (Arabic, Chinese, French, Russian, Spanish) isan asset.
