TERMS OF REFERENCE

LOCATION/DURATION:

Duration: 30 days over 3 months

Location: Home-based, potentially 1 week travel to Copenhagen, Denmark.

Start Date: March 2017

Reporting to: Monitoring Specialist, Director’s Office, UNICEF Supply Division, Copenhagen.

BACKGROUND:

The Gavi Alliance partners (UNICEF, WHO, Bill and Melinda Gates Foundation and Gavi Secretariat) is supporting countries improve their immunization supply chains. In 2015, an immunization supply chain improvement strategy was approved and funding was made available for implementation starting in 2016. The strategy focuses on improving essential areas of the supply chain such as data for management.

Among others, UNICEF is supporting several countries to improve the countries’ use of data to manage the immunization supply chain thereby increasing availability of potent vaccines. Some of these countries are Myanmar, Tajikistan and Afghanistan.

DESCRIPTION OF ASSIGNMENT:

UNICEF is seeking a consultant to help develop 3-4 case studies to be used as communication materials to showcase the process followed, challenges faced, decisions taken and achievements made by the country governments of Myanmar, Tajikistan and Afghanistan with UNICEF and partners in improving the use of data in the management of the immunization supply chain. The materials are intended to be used as advocacy pieces targeting primarily other country governments who may be interested in improving their use of data. The secondary target audience are implementing partners working in health fields in general and immunization in particular. The materials will be published on the TechNet-21 immunization supply chain strengthening website (http://www.technet-21.org/iscstrengthening/index.php/en/), used by immunization supply chain experts worldwide, and potentially handed out in relevant meetings and workshops.

UNICEF envisions that the materials will be developed based on existing information, such as technical situation analysis reports, presentations, as well as interviews with key stakeholders (e.g. UNICEF Country Office and Supply Division staff, Ministry of Health representatives, local partners and others). Other information sources can be included depending on the consultant’s ideas to the content and structure of the communication materials. Considering each country context and type of support provided by UNICEF, the consultant will help define and formulate 3-5 key messages for each case study and develop them as agreed into a communication piece.

KEY DELIVERABLES:

  • Outline of the key messages and content for each communication piece with description of method for collecting the source information. The outline must be approved before development of communication material.

  • For each communication piece, a draft document where key messages are developed based on the information collected and the consultant’s own ideas in regards to structure. The draft will be discussed prior to finalization.

  • For each communication piece, a final communication piece that is appropriate and useful for the intended audience. Each piece must be of publishable quality and is expected to be approximately 2-5 pages. The following communication material is expected (titles are illustrative):

    • Improving immunization supply chain data use in Myanmar

    • Switching to an integrated electronic logistics management information system in Myanmar

    • Avoiding stock outs through using Visibility for Vaccines

    • Standardizing immunization supply chain indicators in Tajikistan

QUALIFICATION REQUIREMENTS:

Education: Advanced university degree in journalism, communication, international relations, public health, supply chain; a combination of relevant academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience and technical knowledge:

  • Minimum five years relevant and progressive professional work experience in development of written communication material such as articles or case studies for general public.

  • Demonstrated familiarity with the work of UNICEF, the UN and/or with health, immunization, supply chains, management information systems, health/supply chain data use is an asset

  • Demonstrated ability to produce high quality results in a timely manner.

  • Responsive to client requirements and feedback.

Language: Excellent English writing, editing, and proofreading skills - strong communication skills (written and oral) in English are essential.

UNICEF considers best value for money as a criteria for evaluating potential candidates. As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Payment will be made upon approval of each case study.

Successful applicants will be invited to a telephone interview and candidates will be selected based on the following evaluation criteria.
