Purpose of the Assignment
To assist with the UNICEF-GAVI-Alliance for Health Policy and Systems Research (AHPRSR) collaboration with the Government of Pakistan (in particular the Health Services Academy) to undertake implementation research to overcome immunization service delivery and demand generation bottlenecks.
Background
Pakistan is the sixth most populous country in the world with an estimated population of 184 million. Although Pakistan is among middle-income countries with a GDP of $1,142 per capita, the EPI programme faces multiple issues related to human resource, finance, governance, supply chain and information system that have an impact on the performance of the health system. The National Expanded Programme on Immunization (EPI) with development partners' support set the objective to raise the immunization coverage to 80% (fully immunized) in tier 1 districts and 65% nationwide by 2018/19. In order to achieve this objective, the policy and decision makers should consider routine immunization as a national priority. The EPI needs to carry out a detailed assessment of health services to identify the bottlenecks from the supply and demand sides and develop a comprehensive strategy to address them. A sustainable, simple and cost-effective action plan improves access to immunization and other health services to the most vulnerable and marginalized communities. Increasing the coverage from 57% (2014/15 PSLM) to 80% by the year 2022 requires innovative strategies to address priority issues. Within this context, UNICEF will support the implementation research initiative which is essential for identifying the bottlenecks and developing an innovative strategy to improve performance of the immunization programme in Pakistan.

Anticipated Travel Itinerary
The Consultant will be expected to travel to the provinces to meet with government officials and other relevant stakeholders in the immunization sector for data review and analysis. He/she will also need to visit cities within Pakistan to monitor progress of the approved research grants. Travel plan will be finalized by the Consultant in coordination with Health Services Academy and the project's Steering Committee and the payment will be reimbursed at actual.
