Purpose of the Position

Under the general guidance of the Education Specialist,supervisor,the Education Officer is accountable for providing technical support (education) and assistance for the extension of the national Conditional Cash Transfers for Education Programme (CCTE) to Syrians under temporary protection and other refugees in Turkey. This technical support will entail a range of responsibilities, from strategy formulation and strategic planning to delivery of concrete and sustainable results, and will include working with the Ministry of National Education (MoNE) to ensure that the programme is effectively implemented in coordination with all other relevant stakeholders (provincial directorates of Ministries, local governments, other UN agencies and civil society) in line with its objective. The Education Officer will work closely with the CCTE team at UNICEF, and Ministry of National Education (MoNE) staff at, functioning as the education technical link to ensure coherent programme implementation and monitoring.

Key Accountabilities and Duties & Tasks

Programme Management

  • Supports and contributes to the overall management of the extension of the CCTE programme to Syrians and other refugees, including design and planning, coordination, implementation, monitoring and evaluation of the education component of the programme.
  • Establishes and maintains strategic linkages between the CCTE programme activities and other education output programme activities (access and quality of education opportunities for boys and girls), in order to enhance effectiveness, cost efficiency and complementarity of the CCTE programme.
  • Monitoring and Coordinating Programme Implementation

  • Supports the implementation of the CCTE programme to increase coverage of and impact on Syrian and other refugee children affected by the protracted humanitarian situation, with special focus on the most vulnerable such as working children, children with disabilities, girls, and children living in poverty.
  • Supports the Ministry of National Education (MoNE) in the development and implementation of a data sharing protocol between MoNE and the Ministry of Family and Social Policies (MoFSP) to enable the extension of the CCTE programme to Syrians and other refugees.
  • Liaises with MoNE to ensure adequate functioning of the relevant management information systems (YOBIS and E-Okul) and their compatibility with the Integrated Social Assistance Information System (ISAIS) of MoFSP.
  • Supports MoNE at different levels to build the capacity of MoNE relevant staff to enter and generate quality and reliable data in a timely manner, in line with CCTE programme implementation and monitoring requirements.
  • Liaises with MoNE on any education-related issues emerging from the provision of child protection outreach services targeting CCTE-beneficiaries that are not-regularly attending schools, or at risk of school dropout.
  • Establishes effective relationships with MoNE provincial directorates, local governments, NGOs, civil society, and local leaders to support the implementation and monitoring of the CCTE programme.
  • Engages with relevant local level actors (including school teachers and principals) and UNICEF Field Office staff to support the implementation and monitoring of the CCTE programme (including community sensitization, enrollment and retention in the programme, identification of opportunities and bottlenecks during programme implementation, and the effect of the programme on children's access to education services) and recommends to the Education Specialist and the social policy teams remedial and/ or preventive actions as needed. Supports the education and social policy programmes in the review of monitoring reports shared by different implementing partners and analyzes the linkages of these results with other education indicators reported by MoNE on the situation of Syrian children in Turkey and the overall situation of children in Turkey (e.g. enrollment and attendance rates, completion rates, etc.).
  • Manages and coordinates education technical support to be provided to MoNE (all levels) for timely and effective implementation of the CCTE programme.
  • Leads and/or participates in field missions to monitor and support programme implementation at the local level (with a particular focus on education indicators).
  • Supports the preparation of donor reports on the CCTE programme (with a particular focus on education indicators).
  • Provides input to and supports any relevant research or evaluation activities planned to evaluate the effects of CCTE on the education of Syrian children or the resilience of Syrian families benefiting from the CCTE Programme.
  • Supports advocacy for improving the education impact of the national CCTE programme (for Turkish children and refugee children alike).
  • Partnerships and Outreach

  • Together with the Education Officer in charge of outreach programming and the Child Specialist, coordinates community sensitization activities in support of the implementation of the CCTE programme; supports the development of communication materials; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Represents UNICEF Education section in meetings, conferences, seminars, workshops, and other fora as required and engages in coordination groups and liaises with other education relevant actors and programme partners to identify, streamline and build programme synergies and/or opportunities to implement common programme activities at the local level.
  • Supports the education and Social policy sections in liaising between MoNE and other partners involved in this programme like Turkish Red Crescent and MoFSP.
  • Performs other duties as required.
  • Qualifications of Successful Candidate

    Education:

  • A university degree in Education, Public Policy, Social Sciences, or other relevant disciplines is required.
  • Experience:

  • Minimum of two years of relevant professional work experience is required
  • Experience in education programme management is required (with a focus on monitoring)
  • Experience in working with refugees and social assistance programmes is an asset
  • Experience working with Government Institutions is an asset.
  • Language Requirements:

  • Fluency in English and Turkish
  • Arabic would be an asset
