The Chief Adolescent Development reports to the Deputy Director, Programmes, for general guidance and direction. The Chief is responsible for providing technical leadership and strategic direction to ensure that the rights of adolescents established under the Convention on the Rights of the Child are reflected in UNICEF's advocacy, policies, programme and humanitarian work. How can you make a difference? Lead a team of professionals to achieve the goals of UNICEF in the area of Adolescent Development and Participation. Provide technical inputs for the scaling up of national programmes in country offices seeking alignment with SP/SDGs targets. Leverage resources for adolescent-related work by identifying global partners and forging alliances. The Chief guides the achievement of sustainable and scalable results on adolescent-related programs/projects according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF's Strategic Plans, standards of performance and accountability framework.

Coordinate with all outcome areas seeking programmatic synergies across them. Promote shared understanding among all focus areas to ensure holistic policy development, coordinated planning, effective implementation, and concentrated results evaluation in support of adolescent-related work. Advocate and build programme partnership platforms at all levels needed in the global fora where UNICEF can make a difference for adolescents. This will involve:

  • Management
  • Planning, monitoring and leveraging
  • Knowledge generation, management and capacity development
  • Evidence-based programmatic technical leadership
  • Advocacy, networking and partnership-building
  • Fundraising
  • To qualify as an advocate for every child you will have…

  • Advanced university degree in the social and development sciences (child development, anthropology, sociology, development studies)
  • 10 years of professional experience at national and international levels in the formulation, design, management and evaluation of policies and programmes for and with adolescents. At least five of those years should be in a developing country context
  • Proven international - "hands on" programme management experience in different regions and countries is highly desirable.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
