Education Officer, (National Officer at level NO-B), two positions, to be based in Phnom Penh

Under the supervision of the Education Specialist, and technical guidance of the Chief Education, the Education Officers will focus on supporting the design, implementation, monitoring, and evaluation of education sector programmes related to access to education, demand for education and statistical analysis of the education sector. The education officers will work with the Ministry of Education Youth and Sports (MoEYS) at national level as well as supporting the management of partnerships with NGOs and international donors. One Education Officer will focus on Education Data Analysis and Strategic Planning and the other on Strengthening Access and Demand for Education.

Main Duties and Responsibilities:

  • Conduct analysis of the performance of the education sector based on statistics and data related to the Education Management Information System, Human Resource Management Information System, learning assessment data, household survey data and financial data in order to provide technical support to MoEYS and counterparts
  • Support MoEYS and counterparts in designing and managing interventions under Output 1 of the Education Programme related to sector reforms, education planning and coordination; Assist to identify capacity development needs, and to plan and support appropriate capacity development strategies
  • Ensure interventions are managed effectively, are delivered in a timely way and according to budget, with quality assurance of all transactions ensuring compliance with organizational processes and management systems
  • Support the design, implementation and reporting of interventions under Outputs 2 and 4 of the Education Programme with a focus on multilingual education, inclusive education for children with disabilities, positive discipline in schools, WASH, education in emergencies / resilience and local accountability and demand for education; this will include strong coordination with MoEYS and NGO partners considering quality, relevance and sustainability based on the latest national and international evidence
  • Provide inputs to situation analysis, trend analysis and assessments on issues affecting boys' and girls' participation in and demand for inclusive, quality education in order to ensure interventions are evidence-based and in order to inform MoEYS programming and policy development
  • Prepare material for internal and external communications including knowledge management of interventions and cross-sectoral collaboration with other sections
  • Required Qualifications and Experience:

  • University degree in Education, Social Sciences, Statistics or related technical field; an advanced degree (Masters) is an advantage.
  • At least two years progressive professional work experience in education programme design, management, monitoring and evaluation
  • Experience working in the UN or other international or national development organizations as an asset;
  • Professional/technical expertise in education policy, planning and financing, advanced data and statistical analysis and interpretation; Or Experience in Multilingual Education for children from ethnic minorities, Positive Discipline and School-Related Gender-Based Violence, Inclusive Education for children with disabilities, school-level resilience and climate change adaptation local accountability and demand for education
  • Experience of working successfully with MoEYS and NGO counterparts desired
  • Verbal and written fluency in English and Khmer required
  • Fluency in an indigenous minority language an asset.
  • Expected Competencies and Skills:

  • Knowledge of programme management cycle including monitoring and evaluation; Ability to organize work and projects;
  • Knowledge of MoEYS planning, monitoring and reporting cycles and key policy documents and plans;
  • Strong drive for results, setting high standards for quality work;
  • Capacity to analyse data from various sources and communicate findings to a broad audience;
  • Proficient in the use of Microsoft Office, especially advanced in MS Excel and knowledge on database management as an asset;
  • Strong interpersonal and team working skills and capacity to work in a multicultural environment;
  • Analytical and conceptual ability; communication skills.
  • Interest in learning and researching, gathering comprehensive information to support decision making;
