Education in Emergency Education Specialist (TA)

Niveau : P-3

Type of contract: Temporary Assignment(TA)

Duration : 364 days with possibility of renewal

Purpose for the job

The temporary Education Specialist reports to the Chief Education (Level P4) for guidance and general supervision in the area of education in emergency (EiE) preparation, response and coordination. The Specialist supports the development and preparation of the Education in emergency interventions/projects and is responsible for managing, implementing, monitoring, evaluating and reporting of progress of this Education program output. The Specialist provides technical guidance and management support throughout the CCC according to humanitarian needs and humanitarian strategic response plans and ensure the coordination through the inclusive HNO-HRP process.

More specifically, main responsibilities and tasks are as follow:

· Contribute to the revision, assessment and update of the education situation in areas affected by emergency/humanitarian crisis, including the number of children of pre-primary and primary school age, girls and other marginalized children in relation with safe and child friendly learning environments, availability of teachers, teaching and learning materials, as well as other relevant elements affecting access of children to quality education services

· Contribute to highlight education issues requiring a response in the North, Far North, East and Adamoua regions, provide recommendations on specific actions requiring UNICEF’s interventions and ensure the core commitments for children (CCC) are taken into consideration

· Provide technical guidance and direction to UNICEF, Education Regional Delegation of the MoE and implementing partners for effective planning, implementation and monitoring of agreed education in emergency plans/activities. Those plans would include the setting up of safe and protective learning environment (temporary learning spaces and additional classrooms in public schools) that promote the protection and the well-being of pre and primary school aged children as well as adolescents, address formal and non-formal education through peace building, life skills, psychosocial support, recreational activities, catch-up/summer courses, etc.

· Ensure effective documentation of all education interventions including supply, construction of TLS, teachers’ training and their monitoring by inspectorates in humanitarian affected areas

· Liaise with UNHCR and his implementing partners in the coordination and implementation of education interventions for refugees

· Liaise with the Emergency coordinator as well as other sector programs (WASH, Child Protection, Nutrition…) to ensure synergy and integration of education interventions in targeted areas

· Under the working group (cluster) umbrella, support stakeholders in carrying out education rapid assessment and proposes adequate responses to the identified needs.

· Undertake field visits, as required, to monitor education interventions, particularly related to education in emergency response including supplies and cash transfer to implementing partners (Government, NGO, SCO...)

· Work in close collaboration with the MoE EiE focal point, Emergency coordinator, Education Specialist M&E, Education officers and specialists based in zonal/sub offices, and complete other tasks as assigned by the Chief of Education with regard to the emergency situation.

· Build and sustain effective close working partnerships with Education sector government counterparts, national stakeholders and partners/allies/donors through active networking, advocacy and effective communication to build capacity and exchange knowledge/expertise to facilitate the achievement of EiE equity response for the right of children.

· Support the Chief of Education in coordinating the education sector working group under UNICEF responsibility at national level, sharing information with members, providing inputs for sitreps, donor’s reports and proposals, any other issue/document related to EiE response

IV. Qualifications

Education

  • Masters or advanced degree in education, social sciences, international development, humanitarian response or other related field.

Experience

  • Minimum 5 years of progressively responsible relevant experience in the field of education. Experience in complex emergencies strongly preferred.
  • Technical experience and knowledge in the area of education in emergencies response required, including monitoring and evaluation, supply management and partnership coordination.
  • Proven experience of high quality report writing and documentation.

· Resourcefulness, flexibility, and the ability to prioritise large amounts of work while under pressure.

· Good analytical, facilitation, communication and presentation skills.

· Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact and diplomacy

  • A minimum of 5-8 years’ experience with either the UN and/or NGO

Language requirements

  • Fluency in French and English (spoken and written). Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.
