WORLD VISION IRELAND was established as a registered Irish charity in 1983 and currently has 21 staff located in Dublin and 3 overseas. World Vision Ireland’s primary objective is to support our field operations, both in terms of our core long-term development programmes and humanitarian & emergency relief. We do this by raising private, institutional and Governmental funds, by informing the Irish public about humanitarian issues as witnessed first-hand by World Vision in the field, and by influencing Irish Governmental policy in the areas of long-term development and emergency relief. World Vision Ireland is a member of the World Vision International partnership, which is both the largest emergency relief and Child Sponsorship agency in the world.

The Role

The Programme Officer – HEA will work as part of the World Vision Ireland Programmes Team, focussing on our important humanitarian portfolio supporting the core country partners of Somalia, South Sudan, Sudan and Syria and others as needed.

The candidate will have at least 3 years’ experience of humanitarian programming, preferably including some field experience. A background in or keen interest and understanding of education or protection programming is desirable. A strong gender focus and a commitment to addressing gender based violence in programming are essential.

Main Duties and Responsibilities

  1. Grant Acquisition, Monitoring and Management

· Management of World Vision Ireland’s portfolio of humanitarian programmes – principally the Irish Aid supported Humanitarian Programme Plan and Emergency Response Fund Scheme

· Multi-country programme design and development of proposals in partnership with field offices

· Submission of funding applications to public and private donors

· Proposal development support, as needed, within the Programmes Team

  1. Programme Quality and Accountability

· Ensuring a results based management approach to HEA programming

· Responsibility for meeting all donor accountability requirements including operational and financial.

· Driving the continued improvement of World Vision Ireland capacity to deliver principled, needs-based humanitarian response programmes which meet organisational and sectoral standards in humanitarian protection, quality and accountability.

· Ongoing programme monitoring including regular field visits

· Maintain excellent working relationships with key field partners

  1. Humanitarian Policy

· Position World Vision Ireland so that we have an influential voice within the Humanitarian community

· Membership of the Humanitarian Aid Working Group of Dóchas and other networks as appropriate.

· Work closely with Head of Communications and Advocacy with regard to communications on Humanitarian issues in our programme areas and beyond

Skills and Personal Qualities

· Fluency in English – verbal and written – essential

· Alignment with World Vision’s core values and mission

· Good communication skills with an ability to liaise with people at all levels – government partners, donors, communities and staff with diplomacy and tact

· Ability to work in a facilitative, participatory and collaborative manner

· Work as a member of a team

· Ability to multi-task with flexibility in day to day activities and working hours

· Willingness to travel

Contract Details

§ Job Location: Rathmines, Dublin (with overseas travel)

§ Starting Date: As soon as possible

§ Contract Length/Type: Fulltime position (Six months probationary period applies on initial appointment)

§ Hours: 9.00am-5.30pm Mon-Thurs, 9.00am- 4.30pm Friday (36.5 hours)

§ Salary:€34,000 - €38,000 p/a (dependent on qualifications and experience)

§ Reporting To: Programmes Advisor
