Zimbabwe: UNICEF Zimbabwe is inviting proposals from individual national consultants for provision of Group Maturity Index Training services

Background

UNICEF Zimbabwe, with funding from Australian Aid, is supporting the Government of Zimbabwe in the implementation of the “Small Towns WASH Programme- (STWP)”. The programme is currently being implemented in 14 small urban towns/ The STWP has the following key components: rehabilitation of water and sewerage systems, institutional strengthening of local councils, and hygiene promotion activities which incorporate various cross cutting issues.

The STWP agreement commenced in January 2013 with an initial end date of February 2016: however, the programme was granted an extension to run up to 31st December 2017. The hygiene promotion component implementation commenced in the last quarter of 2014 through PCAs (which ended on 30th June 2016) with NGOs working in collaboration with the respective local councils.

Two key objectives of the hygiene project are:

  • Improved knowledge of safe hygiene practices among the target communities through participatory hygiene education and with special focus on gender, vulnerability and disability
  • Enhanced community participation, improved accountability and responsiveness in the target towns
  • A monitoring framework was developed to ensure that there is systemic assessment of the hygiene component of the programme across all 14towns. The Group Maturity Index (GMI) is being used to assess the viability and sustainability of health clubs within the towns.

    Justification

    Two GMI assessments having been conducted to date. The two assessments were conducted with support from implementing NGOs in the various towns. The NGOs have since phased out leaving town council to sustain programme activities. To determine how the health clubs have been sustained the programme intends to conduct another GMI assessment. This will inform the programme on how the clubs are performing in all the 14 towns. This phase of GMI assessment will be done by the town councils WASH and M&E focal point persons from all 14 towns of the STWP. These will need to be trained on the GMI and guided on data analysis and report writing.

    UNICEF thus requires the services of a consultant for the following:

    •Train town council personnel to implement the GMI (data collection, data capture, data analysis and report writing) in their respective towns covering community, school as well as market health clubs

    •Conduct trend analysis of GMI data conducted from the 3 periods

    Objective (s)

    · To provide training and technical support in the implementation of the GM indices for town council staff and national level government partners

    The specific objectives of the consultancy are as follows:

    • To design a training package on GMI that meets the requirements of the consultancy.

    • To conduct training for key staff from all 14 towns and national level government partners on GMI processes and data collection techniques.

    • To conduct training on GMI data entry, analysis and reporting and ensure final reports are produced and submitted.

    • Conduct trend analysis using data from the previous GMI exercises

    • To produce a consolidated GMI report for the 14 towns including trends

    Methodology & Expected Output

    The consultant will closely coordinate and work together with the Programme Management Team (PMT), respective Local Authorities and other relevant stakeholders as well with other members of UNICEF WASH Section for the achievement of the above objectives. The tasks of the assignment include the following:

    1. Introductory meetings with UNICEF and key PMT officials to get a common understanding of the consultancy requirements, expectations and scope.

    2. Preparation of Inception Report- the Inception Report will detail the overall programme strategy, methodology, risks and mitigation measures and timelines as well as key outputs and indicators.

    3. Developing a detailed training plan including group exercises and all accompanying background materials for the delivery of the training on the Group Maturity Indices

    4. Conducting the data collection training on the GMI index for -30/35 participants based on the training plans

    5. Provide training on data entry and analysis and report writing using a standardized template

    6. Support report writing in the 14 towns

    7. Conduct trends analysis using GMI data from previous assessments

    8. Produce a consolidated comprehensive report that includes the trends analysis

    Outputs

  • Inception Report: to be prepared on conclusion of inception meetings
  • Training Report 1: - Introduction to GMI/Data Collection: to be prepared on conclusion of the training on data collection
  • Training Report 2:- to be prepared on conclusion of the training on data entry and analysis and report writing
  • Final Town Reports (14 town specific reports): To be submitted to UNICEF at the finalisation of the reports by the town councils
  • Comprehensive Report : A consolidated report of all town reports (including trend analysis)
  • Major Tasks and Deliverables

    Task: Preparation of Inception Report- that includes developing a detailed session plan including group exercises and all accompanying background materials for the delivery of the training on the PHHE and Group Maturity Indices

    Deliverable: Inception report that includes Session Plan and Training Material for participants

    Task: Conducting thedata collection training on the GMI index for -30/35 participants based on the session plans developed

    Deliverable: Report on Training of participants on the indices

    Task: Provide training on data entry and analysis and report writing using a standardized template

    Deliverable: Report on training of participants on data entry and analysis and report writing

    Task: Support report writing by town councils

    Deliverable: Final Town Reports (14 town specific reports)

    Task: Conduct trends analysis using GMI data from previous assessments and produce a consolidated comprehensive GMI report that includes the trends analysis

    Deliverable: Comprehensive Report: A consolidate report of all town reports (including trend analysis) plus all cleaned data sets

    Timeframe

    The consultancy will begin 05 June 2017 and end on 30 December 2017.

    Consultancy Requirements

  • Advanced University Degree in the Social Sciences, Environmental Management, Public Health, or other relevant field of study. A post-graduate training in research techniques is an added advantage.
  • At least 10 years’ experience in Research, Monitoring and Evaluation.
  • Demonstrated skills in integration of cross cutting commitments such as gender, disability, and disaster risk reduction, and child protection, access to services by the elderly and other disadvantaged groups.
  • Demonstrated experience in carrying out surveys
  • Strong analytical (qualitative and quantitative) and conceptual skills
  • Demonstrated ability to meet deadlines
  • Ability to deliver highest quality products in the allotted period of time
  • Ability to be flexible and respond to changes as part of the review and feedback process.
  • Strong interpersonal skills, able to communicate and work with diverse people
  • Previous experience with innovative ways of measuring and tracking behavior change, including using PHHE and GM indices will be an added advantage
