Purpose of the Job: Together with the Technical Unit builds external relationships, collaborates with stakeholders and provide advice on technical issues related to the supply of cold chain management products including new and sustainable technologies to Country Offices, Internal Partners as well as Procurement Services customers and other External Partners.
Supports UNICEF's ability to strengthen country capacity in the area of cold chain technologies and supplies including training, installation and maintenance.
Uses specialized commodity knowledge, in communication with counterparts (field offices and Programme Division), to establish technical specifications, standards and guidelines for cold chain equipment used in immunization and essential supplies needed in integrated child health care programmes requisitioned by UNICEF programmes and specialized UN agencies, governments and non-governmental organizations on a procurement services basis.
Fosters Innovation through end-user needs analysis, horizon scanning and landscape analysis of existing materials including development of target product profiles.
Summary of key functions/accountabilities:
Together with the Technical Unit, takes the technical lead and representing UNICEF's position on cold chain projects with partners.
Identifies and taking the technical lead together with the Technical Unit on priority training and capacity building needs in UNICEF Country Offices to respond to external queries for cold chain supplies and infrastructure.
Supports technical guidance to all customers and partners on choice of equipment. Clarifies inadequate specifications, proposing substitute or alternative items as necessary. Provides support to optimization projects and is responsible knowledge management, including knowledge sharing via communication pieces on key products/markets and publication of information.
Ensures analysis and market research of UNICEF cold chain supply, background information, recommendations for improving and expanding the suitability and range of products including new and sustainable technologies, resulting in more appropriate equipment, better delivery and lower lifetime costs.
Supports (1) the development and maintenance of appropriate and complete technical specifications for cold chain, (2) technical adjudication of RFQ/ITB/RFPs on cold chain products.
Collaboration with Programme Division and/other partners in promotion of innovations and improvements in use, availability and appropriateness of products and services.
Together with the Technical Unit, ensures a post procurement follow up for complex products including monitoring, evaluation and sign of.
Provide guidance on de-commissioning and disposal of old equipment.
Any other duties or assignments as requested by the supervisor.

Education:
A completed Advanced University Degree (Master's Degree) in in Electrical & Refrigeration engineering or other related technical field such as Mechanical Thermo dynamics.
Experience:
Minimum eight years of progressively responsible professional experience including at least three at the international level in a technical field of immunization or health is required. Extensive hands-on working experience with cold chain equipment including solar power systems is required. Experience in evaluating technical and quality requirements of cold chain systems is required.
Experience in institutional procurement of cold chain products is an asset.
Experience in UNICEF, WHO, World Bank or other partner is desirable.
Language:
Proficiency in English and French is required.
