Background
UNICEF Rwanda supports the Government of Rwanda to increase its child rights evidence base, in order to inform child related programmes, and inform upstream policy work. This work is underpinned by the principle that good evidence leads to good programming. The 2013 -2018 UNICEF Rwanda Country Programme Document (CPD) highlights increased efforts towards strategic research, evidence generation, policy advocacy and knowledge management. To facilitate this renewed effort, various strategic research and evaluations have recently been conducted or are planned during the period of the current country programme.
To respond effectively to requests for high quality data analysis, UNICEF invites publicly all interested individuals to send quotes for data cleaning, management and analysis (quantitative and qualitative), including advanced statistical analysis.
Pre-qualified consultants will enter into Long Term Agreement (LTAs) with UNICEF Rwanda for an initial period of 2 years, to be considered for future assignments depending on the needs of UNICEF Rwanda. If the roster is proven to enhance efficiency by reducing administrative cost and time, the roster may be extended for another year provided that the consultants are able to deliver quality product in a timely manner.
Justification
This LTA will respond to increased requests for high quality data analysis. Such analysis includes the need for specific knowledge which is currently limited in-house. LTAs with prequalified candidates in the area of statistics / data analysis will facilitate smooth programme implementation.
Scope of work
The purpose of the consultancy is to provide services for data cleaning, management and analysis (institution or individual consultancy). This will include:
Contribute to the statistical production process for primary data (qualitative and quantitative) collection / analysis (data development, collection and compilation, derivation of indicators and datasets)
Conduct data cleaning and data quality management of statistical datasets (databases include, among others, Early Childhood development dataset, Census dataset, DHS dataset, Knowledge, Attitudes and Practices on Early nurturing dataset, Child Sensitive social protection baseline dataset etc.), ensure the quality of primary data for accuracy, consistency and comparability; implement appropriate methods for data processing for incorporation into databases
Conduct advanced statistical analysis to inform decision makers, using appropriate quantitative and qualitative models. Areas of primary and secondary data analysis will include (among others): Child Poverty and other social indicators, Early Childhood Development, Violence Against Children, Child Health (for example nutrition, water and sanitation, immunizations, neo-natal and infant mortality etc.), Education, Children with Disabilities, Child Labor etc.
Develop/recommend new or improved statistical methods and quantitative models for analyses and projections
Respond to other statistical needs of the UNICEF Rwanda office
Expected background and Experience
An advance degree (master’s degree required; PhD preferred) in statistics, quantitative sociology, demography, economics or related field.
At least 5-8 years of experience in indicator development, data collection and qualitative/quantitative/statistical analysis, data quality assessments
Advanced skills in using common quantitative and/or qualitative data analysis softwares such as SPSS, Stata, ATLAS-ti, and NVivo.
Familiarity with household survey datasets an asset, such as DHS, LSMS and/or MICS, labor force surveys and census
Experience and knowledge in specialized areas an asset, for example health, nutrition, WASH, HIV, ECD, Child Protection, Education, Social Protection/Child Poverty
Track record in producing high quality deliverables in a timely manner
Proof of knowledge will be required
Evaluation:
This service will be evaluated through a two staged approach that will require a financial and technical proposal sent by the prospective contractors. The model of evaluation shall be based on 70/30 model technical and financial threshold respectively. Cumulative weighted average approach shall be applied.
Financial Evaluation:
Prospective contractors shall prepare a financial proposal that will entail the following information: (please note financial bids shall be sent separate to the technical qualifying requirements stipulated above under experience).
- Data cleaning and data management (daily rate)
- Data quality ensurance (daily rate)
- Quantitative/statistical analysis, including modeling and projections (advanced) (daily rate)
- Qualitative analysis (daily rate)
Management and reporting
These consultancies will be managed by the Chief of relevant section requesting the service, with Chief of Social Policy and Research for overall quality control.
General Conditions
Selected candidates will enter into LTAS with UNICEF Rwanda for an initial period of two years following a competitive selection process. Consultants will be contacted for specific tasks depending on the needs of UNICEF Rwanda.
Copyright, Patents and other Proprietary Rights
UNICEF shall be entitled to all intellectual property and other proprietary rights including but not limited to patents, copyrights and trademarks, with regard to documents and other materials which bear a direct relation to or are prepared or collected in consequence or in the course of the execution of this contract. At UNICEF’s request, the Contractor shall take all necessary steps, execute all necessary documents and generally assist in securing such proprietary rights and transferring them to UNICEF in compliance with the requirements of the applicable law
