Timor-Leste: International consultancy to review the 3-year project of ‘Strengthening the justice and welfare systems for children in Timor-Leste’

  1. Inception Phase

Conduct desk review of relevant documents, including project proposal and annual progress reports (UNICEF to share available data from the baseline and the progress reports)

Meet with UNICEF staff for briefings on progress to date and plan for assessment

Develop interview guides and pre-test these in field location close to the capital Dili

Write inception report

Deliverable: Inception report, including review framework, full methodological proposal and workplan.

Timeframe: 15 days (14 March – 1 April 2016)

  1. Data collection and analysis

Meet with and interview relevant counterparts, including Government and NGOs staff at national level

Conduct field visits in pilot municipalities and interview stakeholders, including local Government structures, Child Protection Officers, Vulnerable Persons Units, social animators and community members

Write draft report

Meet with key stakeholders, including UNICEF and Government staff, to verify preliminary findings

Deliverable: Draft review report, including executive summary, methodology, findings, conclusions and lessons learned, recommendations, two human interest stories and annexes (the structure of the final report will be further discussed with UNICEF during the Inception Phase).

Timeframe: 15 days (4 - 22 April 2016)

  1. Reporting

Incorporate comments from UNICEF and other stakeholders and counterparts into a final report

Develop powerpoint presentation for dissemination of findings

Develop a 5-page summary document, highlighting the achieved results and good practices, intended to be shared with a wider audience

Deliverable:

3.1 Final review report (max. 30 pages), including executive summary (max. 3 pages) and annexes

3.2 PowerPoint with summary of key findings and lessons learned

3.3 5-page ‘reader-friendly’ summary document

Timeframe: 10 days (25 April – 6 May 2016)
