Background
The Ministry of Education, Government of Myanmar is implementing a project titled “Promoting Construction of Safe Schools in Myanmar through Development of National Guidelines, Identification of Improvements Needed in the Enabling Environment and Initial Implementation” being implemented in partnership with School Construction Sub Working Group (SC Sub WG) of Myanmar and its safe School Construction Task Force (SSCTF). World Vision (WV) is one of the co-chairs of the SCSWG, (SDC the other co-chair) and is supporting the project as part of its regional project on Safe Schools funded by the Government of Australia.
A project team comprising of staff from WV, SDC and UN Habitat, the Sr. Advisor, SCSWG and the National Project Engineer are responsible for day to day implementation. The Myanmar Engineering Society is a partner. WV is recruiting an International technical backstopper to support the project team remotely on specific aspects of implementation, and is seeking proposals from organizations and or individuals on delivering these services as described below.
The project has 9 priority components as follows : 1) Review and stocktaking studies of construction practices and identification of needs, 2) Develop outline of guideline through consultations, 3) development of guidelines through consultation,4) Planning for advocacy, dissemination and awareness raising, 5) Identifying and developing improvements needed in school construction systems, 6) Dissemination and capacity building on the guideline and advocacy on investment and safe schools , 7) Pilot use of guidelines, 8) Coordination within MoE, Other Ministries, TWG, Advocacy links and engagement with National and international agendas, 9) Convening of SC Sub WG and TF, Coordination with MoE, and SWG and TF members and ETWG. Objectives of the assignment
To support SC Sub WG, SSC TF and its project team with specialist technical guidance and provide quality assurance on the development of safe school construction guidelines and associated capacity building
Required experience and expertise:Civil Engineer/Architect/Construction Management specialist with Global/Asian experience and overview of good construction management practices. Special experience in school construction and in development and implementation of school construction guidelines in developing countries, especially in Asia
Location: Home based
Estimated Duration:20 days for tasks 1 and 2, preferably 10 days in Myanmar over 2 visits, one clubbed with cost sharing on other visits over a twelve month period. Preferred start date mid-end October 2015
Expected tasks
Working in close association with the Senior Advisor, and NPE/NCMS (National Project Engineer/Construction management specialist) and other members of the Project team, and interacting where needed with the Myanmar Engineering Society (MES) the ITB will contribute to the following components of the project:
1. Development of Guidelines through Consultation (Component 3 of Activity Plan)
1.1 Review outline of guideline and proposed base documents and provide suggestions
1.2 Review first draft of guidelines entitled “Construction of Safe and Child-friendly Primary and Secondary Education Facilities in the Different Climatic Zones of Myanmar” (SC GL) developed by national project engineer and project team with guidance of MES (First draft)
1.3 Contribute content in requested gap areas towards second draft by national project engineer under guidance of MES
1.4 Review specific technical guidance on design elements for specific hazards (Floods, cyclone/storm surge, earthquake/tsunami, landslide)
1.5 Review revised draft based on feedback from consultations i.e. third draft by national project engineer under guidance of MES
1.6 Advise on specific areas where guidance requested.
2. Capacity Building on the Guideline (Component 6 of Activity Plan)
2.1 Review development of training curriculum for specific target groups to use of guidelines.
3. Pilot Use of Guidelines (Component 7 of Activity Plan)
3.1 Review pilot designs for schools using guideline for 2 regions/states with different hazard profiles.
3.2 Review pilot designs for community learning centers using guideline for 2 regions/states with different hazard profiles.
Task 3 will be subject of a separate contract expected to be given to the person awarded.
Request for proposal
Interested organizations and /or individuals are invited to submit offers to undertake tasks over a twelve month period. Extent of involvement of the back stopper and detailed tasks at the time will be done if needed through an extension of this contract. The offer should include a statement of capacity to perform the expected tasks, and a statement of experience in carrying out similar or related tasks on similar projects. The offer should also include an estimate of the planned level of effort and expected professional fees, preferably broken down by the three tasks, and associated professional fees. An estimate of the travel costs and any cost sharing proposals should be given separately. If submitted on behalf of an organization, it should identify the point of contact and the person(s) primarily responsible for delivery and services, and provide CVs. Proposals will be assessed on technical capacity and quality (70 %) and price (30%) Once proposals are received and assessed, WV will discuss with the top two ranked qualified proposals.
