Belarus: Institutional Consultancy on Supporting the Country Office in Reviewing Programme and Operation Implementing Process and Procedures (Modus Operandi)

Background

UNICEF Country Office in Belarus will start implementing the new country programme 2016-2020 in January 2016. In light of new global and regional developments in programme implementation & strategies and operational procedures, the Country Office plans to review the internal workflow, governing mechanism and operational support to administration and programme implementation. The Country Office also seeks assistance to provide similar support for programme and operational matters when needed during next 12 months.

Assignment

The consultant will provide service to the Belarus country office, including:

1) In November 2015, a country visit that will cover:

a) Review and update the Country Management Plan with all its components. Review of office governance mechanisms and clarification for staff members on their role in statutory committees and functions

b) Identify Country Office policy engagement in the four different programme pillars of the Country Programme.

c) Determine crosscutting synergies among sections, prepare a matrix for each policy engagement

The visit will include participatory sessions with all staff. It also includes preparatory time for document review and team sessions.

2) Further support (on and off site as needed) until November 2016:

a) Editing support on Annual report (off site) – December 2015

b) Other relevant support when and as needed

Duration of the consultancy: 10 November 2015 – 10 November 2016

The total effort is estimated at 20 days (to be adjusted at the end of the contract). The estimated days are both in country visit as well as working remotely.

Travel will be booked through the UNICEF Minsk office.

Payment will be made on quarterly basis upon submission of invoice of completed assignments and certified by the supervisor.

Requirements for External consultant(s):

  • Advanced university degree (Master or equivalent), preferably in Social Sciences;
  • Good knowledge of CEDAW, CRC and MDGs provisions;
  • Solid experience in UNICEF programming in CEE/CIS region;
  • Very good knowledge of UNICEF policy, procedure, rules and regulations;
  • Reasonable knowledge of the situation of children in Belarus;
  • Good analytical and writing skills;
  • Good command of English is required.

  1. A cover letter;

  4. Fee proposal (expected honorarium including taxes and other charges). Proposals with 100% prepayment will not be taken into consideration. The maximum allowable sum of the advance payment is 30% of the fee.
