[Documentary film for the UNICEF Azerbaijan CO by international consultant on Juvenile Justice**]**

1.Background/Context of the Consultancy Requirement

The concept of Justice for Children goes beyond the juvenile justice system, and includes mechanisms to support child witnesses and victims as well. UNICEF has beeb cooperating closely with the Parliament of Azerbaijan to prepare a law on juvenile justice, and with Ministries of Interior and Justice on other aspects of Justice for Children reforms. The basis of Juvenile Justice is that if a child offends against the law, the responsibility is at least as much that of adults around the child as the child himself or herself, and depriving a child of liberty should only be considered as the last resort choice. Children are both the victims of violence, as well as sometimes the perpetrators of violence. While any form of law-breaking is strictly condemned, UNICEF works with local NGOs to remind the law-enforcement system that no matter what crime has been committed, the accused is still a child. These cases must be carefully handled, especially since the children are often committing their first crime which makes it crucial to avoid letting them think that crime is an inevitable future. Examples of the broader Justice for Children agenda are UNICEF’s work with the Ministry of the Interior to establish child-friendly rooms at police stations, and work with the Ministry of Justice to create child-friendly courtrooms. UNICEF also supports the training of police juvenile inspectors around the country, encouraging them to show greater understanding towards juvenile lawbreakers. Similar efforts are also underway at the police and justice academies to integrate children’s justice issues into official curriculum.

The overall objective of the assignment is to produce a documentary film on juvenile justice reform in Azerbaijan and highlight issues around protection and rehabilitation of children, as well as the work done in the area by UNICEFE in partnership with partners from the Government and civil society, as well as international organizations.

2.Justification

The consultancy is relevant in ensuring UNICEF’s support to the Government in helping it to meet its obligations under the UN CRC in terms of improving access to justice for children. It will contribute to the RWP on J4C between UNICEF, Ministry of Justice and Ministry of Interior of Azerbaijan (Activity 2.1)

3.Outcome/Output relevance

The consultancy will meet the following Outcome (PCR): By the end of 2015, more children benefit from responsive and child-friendly services, with reduced disparities in outcomes.

The consultancy will meet the following Output (IR): By the end of 2015 national and local authorities provide child-care services and associated mechanisms that meet international standards

4.Goal/Objective

The overall objective of the assignment is to produce a documentary film on juvenile justice reform in Azerbaijan and highlight issues around protection and rehabilitation of children, as well as the work done in the area by UNICEFE in partnership with partners from the Government and civil society, as well as international organizations. The film will be used as part of advocacy/outreach efforts by the CO.

5.Activities and Tasks/Work Relationship

Under the direct supervision of the Communication Specialist and support from the Child Protection Specialist, the Consultant will be required to;

· Develop the documentary film’s overall concept and scenario.

· Interview selected interviewees for the film who will include juvenile offenders, local government officials, police officers, partners from civil society and experts.

· Develop the documentary script and storyboard to be used in the film.

· Perform appropriate video filming and shoot interviews with the stakeholders.

· Present a draft documentary to UNICEF for comments about contents.

· Produce FINAL documentary (45 minutes long) in DVD as well as a summary promotional shorter version of 5-10 minutes long.

6.Output****à****Results (Deliverables)

The assignment is expected to take 45 working days from the date of signing the contract (including 10 days for shooting and the rest for post-production).

7.Planned Budget/Proposed Fee schedule

The Consultant’s payment shall be based on the financial proposal developed and agreed for this consultancy.

UNICEF to cover international transportation and DSA as per standard UN rules and rates; to cover internal transportation. All UNICEF international travel is charged at half day rate for the outgoing and return travel.

  • Upon satisfactory review of deliverables.
  • DSA to be paid in advance, before the travel

8.Qualifications

  • Demonstrated experience in video reportage in child related development issues; skills related to conveying the situation of children to international audiences.
  • Specialized knowledge/experience in video production;

· Highly responsible sense of journalistic ethics and in-depth understanding of child protection issues in videography; Additional experience in development communication will be an added advantage.

  • Ability to deliver products on time and within budget;
  • Excellent understanding of UNICEF values, mandate and activities and experience of working with UNICEF.

· Experience in working with UN agencies and other international organizations.

· Excellent technical capacities (state of art filming equipment preferably High Definition) to ensure smooth and high quality production.

9.Working Conditions

Consultant videographer to supply all videography equipment, insurance and agrees to provide transmissions of b-rolls, with complete video shot list, transcript and storyline/script.

The contractor is required to follow UNICEF videography and image standards. All material should be shot in: 16:9 HD 1080, 25 FPS or 29.97 FPS, progressive, if possible. If there is an option to choose between interlaced (50i/60i) vs progressive (25p/30p) opt for the latter.

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines

UNICEF has first selection rights to all originals taken on this assignment with non-exclusive concomitant world rights in all media in perpetuity.
